• Four workers returned to Gujarat from Angola because of concerted efforts of Foreign Ministry.

With help from the Government of India, four Indian workers from Angola have been able to return to India. Instead of writing letters, if the Chief Minister would have sent a team from Gujarat to Angola to help these men with air tickets, emergency certificates and legal aid, these men would not have faced such hardships. Even though he was in Petlad, the CM did not have the time to visit the residences of workers from Petlad who are facing problems in Angola. Instead the CM played a political stunt by sending officers to bring the father of one of the workers stuck in Petlad to the CM’s function.

All information regarding the situation in Angola and the steps taken by the central government was provided by the Indian Ambassador in Angola, Mr. Debraj Pradhan to the leader of opposition, Shaktisinh Gohil. Gohil has demanded that a team from Gujarat be sent to Angola to help the Gujaratis which are still there.

In the past when residents of states like AP were in trouble in UAE, their CMs had sent the representatives to the UAE with the permission of the MEA, and arranged for their return tickets and emergency certificates. Gohil has demanded to know if the CM, who is first to criticize others, has any plans to send a team to help these people in Angola. In reply to Gohil’s E-mail dated 11.05.2012, the Indian ambassador in Angola has provided the details of steps taken to help these people.

A headcount has been conducted on 16.05.2012 and all Indians including 40 Gujaratis are present at the factory site. 1260 workers are working at cement plant in Sumbe city of Angola of which 1100 are Indians, 140 are Bangladeshis and 20 are from Nepal. The workers had a dispute with the management of the cement plant over the payment of overtime dues. The management was paying the dues of February and March in the local currency instead US Dollars. The workers went on a strike from 16.04.2012 regarding this matter. These workers have been accused of slogan shouting and rioting on 9^th May, 2012. Some of these workers had burnt 16 motor cycles parked there. It is also alleged that they caused damage to the pantry, officer’s mess and housing containers. Following this riot, police was called in teargas shells were fired. One Vijaykumar Modhabet from Karnataka was injured in the firing. He is being treated at present.

59 workers were arrested by the police at the spot and presented before a court. Of these, 37 have been deemed innocent while 22 have been judged guilty. On receiving the information, Gohil talked to these workers in Sumbe on the phone and brought the matter to the knowledge of the External Affairs Minister and Mr. Ahmed Patel.

Leader of Opposition went to Delhi urgently and held meeting with the External Affairs Minister. Information was gathered by the Ministry and steps were taken immediately. Indian Ambassador Debraj Pradhan had held meeting with Industries, Mines and Minerals Minister of Angola Joaquim David and Minister for External Relations Asia Andre Panzo and asked them to take humanitarian approach towards the trapped Indian labourers and see that they had no problem. He had also meeting with the Minister concerned for immigration.

Second Secretary of the Embassy S. K. Varun had visited the factory site at Sumbe and had got details of grievances of labourers and represented to the management and local government to help the workers. As many as 364 Indians have returned home during the period from April 3 and May 18, Gohil said.

In the case of people who wanted to return to India but did not posses passport, External Affairs Ministry has made arrangements for the issue of emergency certificates to them. As a result even those who did not have their passports with them are returning. For those who want to stay back and continue work, Embassy has asked the company to see that they had no problem. Many of them have resumed their work.

However, many who have returned to Gujarat have told that there are many who are still in trouble. Gohil demanded that to sort out the problem of Gujaratis trapped in Angola, Gujarat government must send urgently a team to Angola to provide them all kind of help right for money to return to legal support. It is the prime duty of Gujarat government to come to help of people of Gujarat and Chief Minister should become sensitive to the problem of people instead of indulging in statement attacks on the central government.

• અંગોલા ખાતેના એમ્‍બેસેડરે સંપૂર્ણ પરિસ્‍થિતી અંગેના ડિટેઇલ રીર્પોટ વિરોધપક્ષના નેતાને મોકલ્‍યો.

અંગોલા ખાતે મુશ્‍કેલીમાં મૂકાયેલા કામદારોને ભારત સરકારના પ્રયત્‍નોથી દેશમાં પરત ફરવા માટે પૂરતી મદદ મળતાં ચાર ગુજરાતી કામદારો ગુજરાત પરત ફરી શકયા છે. ગુજરાતના મુખ્‍યમંત્રીશ્રીએ માત્ર પત્રો લખીને નિવેદનીયા મુખ્‍યમંત્રી બનવાને બદલે ગુજરાત સરકારની એક ટીમ અંગોલા મોકલી આપીને ગુજરાતી કામદારોને એર ટિકીટ, ઇમરજન્‍સી સર્ટિફિકેટ તથા જરૂરિયાતમંદને કાનૂની સહાય માટે મદદ કરી હોત તો જે ગુજરાતીઓએ અંગોલા ખાતે હાડમારી ભોગવવી પડી તે ન ભોગવવી પડત. ગુજરાતના મુખ્‍યમંત્રીશ્રીને તો પેટલાદમાં હાજર હોવા છતાં પેટલાદના જ કામદારો જે અંગોલામાં ફસાયા હતાં તેના ઘર સુધી જવાનો સમય ન હતો. પરિવારને સામેથી જઇને મળીને સાંત્‍વન આપવાનું પણ સૌજન્‍ય નહીં દાખવનાર મુખ્‍યમંત્રીશ્રીએ અધિકારીઓને મોકલીને પેટલાદમાં પોતાના સમારંભના સ્‍થળે પેટલાદના અંગોલા ખાતે ફસાયેલા કામદારના પિતાને બોલાવી રાજકીય સ્‍ટંટ કર્યો હતો. અંગોલા ખાતેની તમામ પરિસ્‍થિતિ અને કેન્‍દ્ર સરકારે લીધેલા પગલાંઓની વિસ્‍તૃત માહિતી ગુજરાત વિધાનસભા વિરોધપક્ષના નેતાને અંગોલા ખાતેના એમ્‍બેસેડર શ્રી દેબરાજ પ્રધાન દ્વારા મોકલી આપવામાં આવી છે. અંગોલા ખાતે હજી પણ જે ગુજરાતી કામદારો છે તેમને જરૂરી મદદ પૂરી પાડવા માટે ગુજરાત સરકારે તાત્‍કાલિક ટીમ મોકલવી જોઇએ તેવી માંગણી વિરોધપક્ષના નેતા શ્રી શક્તિસિંહ ગોહિલે કરી છે. ભૂતકાળમાં UAEમાં વસતાં ભારતીય લોકોને તકલીફ પેદા થઇ ત્‍યારે આંધ્રપ્રદેશ અને કેરાલાના કામદારો ખૂબ મોટી સંખ્‍યામાં UAEમાં હોવાથી આંધ્રપ્રદેશ અને કેરાલાના મુખ્‍યમંત્રીશ્રીઓ કેન્‍દ્ર સરકારના વિદેશ મંત્રાલયની મંજૂરીથી પોતાના રાજયોની અધિકારીઓની ટીમ મોકલીને વિમાનની ટિકીટોથી માંડીને તમામ બાબતોની મદદ પોતાના રાજ્યના લોકોને કરી હતી. માત્ર બીજાની જ ટીકાઓ કરનારા નકારાત્‍મક અને નિવેદનીયા મુખ્‍યમંત્રીશ્રી ગુજરાતના હજુ પણ જે અંગોલા ખાતે કામદારો છે, તેમને મદદ કરવા માટે કોઇ ટીમ મોકલવા માંગે છે કે કેમ ? તેનો જવાબ આપવા વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે માંગણી કરી છે. અંગોલા ખાતેના એમ્‍બેસેડરે પત્ર મારફત વિરોધપક્ષના નેતાના તા.૧૧.પ.ર૦૧રના E-mailના સંદર્ભમાં અંગોલા ખાતે બનેલી ઘટના અને લેવાયેલાં પગલાંનો સંપૂર્ણ ચિતાર મોકલેલ છે. અંગોલાના એમ્‍બેસેડરશ્રીના પત્રમાં જણાવવામાં આવ્‍યું છે કે, તા.૧૬.પ.ર૦૧રના રોજ સંપૂર્ણ રીતે હેડકાઉન્‍ટ કરવામાં આવ્‍યા છે. અને ૪૦ ગુજરાતી કામદારો સહિત તમામ કામદારો પ્રોજેક્ટ સાઇટ ઉપર ઉપલબ્‍ધ છે અને કોઇ મીસીંગ નથી. અંગોલાના Sumbe સીટી ખાતેના સિમેન્‍ટ પ્‍લાન્‍ટમાં ૧ર૬૦ કામદારો કામ કરતા હતાં. જેમાં ૧૧૦૦ ભારતીયો, ૧૪૦ બાંગ્લાદેશી અને ર૦ જેટલાં નેપાલી કામદારો કામ કરતા હતાં. આ ૧૧૦૦ ભારતીય કામદારો દેશના જુદાં જુદાં વિસ્‍તારોમાંથી ત્‍યાં કામ કરતા હતાં. ત્‍યાં કામ કરતાં કામદારોને સ્‍થાનિક મેનેજમેન્‍ટ સાથે એ મુદ્દાનો વિવાદ થયો હતો કે, ઓવર ટાઇમના પૈસા ફેબ્રુઆરી અને માર્ચ-ર૦૧રના યુ.એસ.ડોલરમાં મેનેજમેન્‍ટે ચૂકવવાનું બંધ કરેલુ હતું અને સ્‍થાનિક કરંસીમાં પૈસા આપવામાં આવતાં હતાં. આ વિવાદના કારણે કામદારોએ તા.૧૬.૪.ર૦૧રથી હડતાલનો આશરો લીધો હતો. તા.૯મી મે-ર૦૧રના દિવસે સાંજે ૪-૩૦ કલાકે હડતાલ ઉપર ઉતરેલાં કર્મચારીઓ દ્વારા સૂત્રોચાર, ઘેરાવ અને હુમલો કર્યાનો આક્ષેપ કામદારો સામે કરવામાં આવ્‍યો એવો પણ આક્ષેપ છે.આ કામદારો પૈકીનાઓએ ત્‍યાં પાર્ક કરાયેલાં ૧૬ જેટલાં મોટર સાયકલ સળગાવી દિધાં છે. ઓફિસર્સ મેસ અને પેન્‍ટ્રીને તેમજ હાઉસિંગ કન્‍ટેનરને નુકશાન કરવામાં આવ્‍યું એવો પણ આક્ષેપ છે. આ ધમાલ થતાં પોલીસને બોલાવવામાં આવી અને પોલીસ દ્વારા ટીયરગેસ ફાયરીંગ કરવામાં આવ્‍યું. ફાયરીંગમાં કર્ણાટકના એક કામદાર શ્રી વિજયકુમાર મોડાબેટ્ટુને સાથળમાં ગોળી વાગી હતી. જેઓ હાલ સારવાર નીચે છે અને ભયમુક્ત છે. સ્‍થળ પરથી જ પોલીસ દ્વારા પ૯ કામદારોને પકડવામાં આવ્‍યાં હતાં, અને અદાલત સમક્ષ રજૂ કરાતાં ૩૭ કામદારો નિર્દોષ જાહેર કરવામાં આવેલાં છે જયારે રર કામદારોને દોષિત ઠરાવવામાં આવ્‍યાં છે. વિરોધપક્ષના નેતાએ વિદેશ મંત્રીશ્રી સાથે તથા માન.શ્રી અહમદભાઇ પટેલ સાથે ખબર પડતાની સાથે જ પેટલાદ ખાતે પરિવારની મુલાકાત લઇ Sumbe ખાતેના કામદારો સાથે ફોન પર વાત કરીને તાત્‍કાલિક પગલાં ભરવા માંગણી કરી હતી. વિરોધપક્ષના નેતાએ તાત્‍કાલિક દિલ્‍હી જઇને વિદેશ મંત્રીશ્રી સાથે મિટીંગ પણ કરી હતી. વિદેશ મંત્રાલયના તથા એમ્‍બેસી દ્વારા તાત્‍કાલિક માહિતી મેળવી પગલાઓ ભરવામાં આવ્‍યાં હતાં. અંગોલાના એમ્‍બેસેડર શ્રી દેબરાજ પ્રધાને અંગોલાના ખાણ, ખનીજ અને ઉદ્યોગ મંત્રીશ્રી Joaquim David સાથે અને મીનીસ્‍ટર્સ ઓફ એકસર્ટનલ રિલેશન્‍સ ગર્વમેન્‍ટ ઓફ અંગોલાના એશીયાના ડાયરેકટર શ્રી Andre Panzo સાથે મિટીંગ કરીને ભારતીયોને કોઇપણ મુશ્‍કેલી ન પડે અને તેના સાથે માનવતાવાદી અભિગમ રાખવા જણાવ્‍યું હતું. આ ઉપરાંત મીનીસ્‍ટર ઓફ ઇન્‍ટીરીયલ એન્‍ડ હેડ ઇમીગ્રેશન ડીપાર્ટમેન્‍ટ સાથે પણ મિટીંગ કરીને આગળની કાર્યવાહી માટે ચર્ચા કરી હતી. ભારતની એમ્‍બેસીના સેકન્‍ડ સેક્રેટરી(કાઉન્‍સલર) એસ.કે.વરુણ તાત્‍કાલિક Sumbe ખાતે પહોંચ્‍યા હતાં. અને કામદારોની ફરિયાદો મેળવીને મેનેજમેન્‍ટ તેમજ પોલીસ અને સ્‍થાનિક સરકારને મદદરૂપ બનવા માટેનું આવેદન આપ્‍યું હતું. તા.૩.૪.ર૦૧ર થી તા.૧૮.પ.ર૦૧ર સુધીમાં ૩૬૪ જેટલાં ભારતીયો દેશમાં પરત ફર્યા છે. અંગોલમાં કામદારોની મુશ્‍કેલી ઉભી થતાં જે કામદારો દેશમાં પરત ફરવા માંગતા હોય તેમને પરત આવવામાં મોટી મુશ્‍કેલી પડતી હતી કે તેઓના પાસપોર્ટ વર્ક પરમીટ માટે અંગોલાની એમ્‍બેસીમાં જમા હતાં.વિદેશ મંત્રાલયે ખાસ સૂચનાઓ આપીને તાત્‍કાલિક ઇમરજન્‍સી સર્ટિફિકેટ જે કામદારો પરત આવવા માંગતા હોય તેમને મળી જાય તેવી વ્‍યવસ્‍થા ઉભી કરી આપી છે. આમ પાસપોર્ટ જેમની પાસે ઉપલબ્‍ધ ન હતાં તેવા કામદારો પણ સ્‍વદેશ પરત ફરી શક્યા છે. કેટલાંક કામદારો ત્‍યાં રહીને જ કામ કરવા માંગે છે. તેમને કોઇ મુશ્‍કેલી ન પડે તેવી વ્‍યવસ્‍થા માટે એમ્‍બેસીએ કંપનીને આદેશ આપ્‍યો છે અને તે પછી કેટલાક કામદારો કામ પર પણ ચડી ગયાં છે. હજુ કેટલાક કામદારો મુશ્‍કેલીઓ ભોગવી રહ્યાં છે. તેમ ગુજરાતમાં પરત ફરેલાં પેટલાદ, બીલીમોરા, વલસાડ અને જામનગરના કામદારો પાસેથી જાણવા મળ્યું છે. આ સંજોગોમાં ગુજરાત સરકારની એક ટીમ તાત્‍કાલિક અંગોલા ખાતે જાય અને આપણા કામદારોને કે જેઓને કદાચ ભાષાનો પણ પ્રશ્ન નડતો હોય અથવા પરત ફરવાની ટિકીટ કે ઇમરજન્‍સી સર્ટિફિકેટ મેળવવામાં મુશ્‍કેલી પડતી હોય તો તેને ગુજરાત સરકારની ટીમ જઇને મદદરૂપ બને તેવી માંગણી પણ વિરોધપક્ષના નેતાએ કરી છે. આપણા ગુજરાતીઓને તકલીફ પડે ત્‍યારે આપણી ગુજરાતની સરકારે તેને મદદરૂપ બનવું જ તે આપણી પ્રાથમિક ફરજ છે. આવા સમયે પણ માત્ર પત્રો લખીને નિવેદનીયા મુખ્‍યમંત્રી બનવાના બદલે સંવેદનશીલ મુખ્‍યમંત્રી બને તે જરૂરી છે. વિરોધપક્ષના નેતાએ અંગોલા ખાતેની ઇન્‍ડીયન એમ્‍બેસીના એમ્‍બેસેડર શ્રી દેબરાજ પ્રધાન દ્વારા મોકલાયેલાં ૭ પાનાના ડિટેઇલ રીપોર્ટની નકલ પણ પ્રેસ અને મિડીયાને ઉપલબ્‍ધ કરાવેલ છે.

The External Affairs Minister held a meeting of all Senior Officials of the External Affairs Ministry with the Shaktisinh Gohil, the Leader of Opposition in the Gujarat Assembly at Delhi. At the meeting, the situation arising from the agitation by workers working at cement factory in Angola was extensively discussed and a review of the steps taken was conducted by the Minister. Work at a cement factory located in the Sumbe city of Angola has been going on since the last three years. Labourer’s from India, Bangladesh and Nepal are working at this factory since the last three years. The workers have been taken there through an agency at the promise of a salary of Rs 32,000 per month. The salary of the workers was credited in their accounts in American Dollars. Earlier, the compensation for overtime was also paid in American Dollars, but since the change of law by the Government in Angola, workers were paid in the local currency of kwanza, which led to a dispute between the workers and the company. The workers went on a strike due to this. The management has alleged that many of striking workers rioted on May 9, 2012. As per the complaint based on these allegations, many workers had attacked the Manager, Engineer and Supervisor and had damaged many vehicles of the company. Around 20 motorcycles were torched while residential containers, signal systems and infrastructure were badly damaged. During this riot, the police was called in, which detained around 52 workers and presented them before a local court. The matter is presently under investigation. The External Affairs Minister personally talked to senior authorities in the Angola government and requested that humanitarian approach be taken with the people in trouble.He also requested that the people in police custody be treated humanely. The external affairs ministry had send a representative of the embassy in Angola to get a report about people in jail. The situation at the cement factory is normal at present and arrangements have been made to have safe return of the workers who had fled into the jungles. Arrangements have been made for food and lodging for the workers at the factory site. The Indian Embassy has been instructed to issue emergency certificates to those workers who want to return and whose passports are with the agency. A senior embassy official has been assigned the job of sending report about jail and the factory site to the government time to time. There are many who want to stay back and work there and instructions have been issued to make proper arrangements for their employment. Is has been decided to provide logistic support to those who have been charged with criminal cases.

Gohil has asked Chief Minister Modi to take a pro-active approach rather than just being a statement Minister. Gohil also said that in the past when residents of states like AP were in trouble in UAE, their CM’s had sent the representatives to the UAE with the permission of the MEA, and arranged for their return tickets and emergency certificates. The Chief Minister should send officers from Gujarat to aid these workers and provide lawyers to those against whom criminal cases have been filed in Angola. Gohil was assured by the External Affairs Minister that all help would be provided to the team send by Gujarat to Angola.

દિલ્‍હી ખાતે વિદેશમંત્રીશ્રીએ વિદેશ મંત્રાલયના તમામ ઉચ્‍ચ અધિકારીઓની ગુજરાત વિધાનસભા વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલ સાથે મિટીંગ યોજીને અંગોલા ખાતે સિમેન્‍ટ ફેક્ટરીમાં થયેલા આંદોલનથી ઉભી થયેલી પરિસ્થિતિ અને ત્‍યાં રહેલાં કામદારોના પ્રશ્નો અંગે વિસ્‍તૃત ચર્ચા અને થયેલી કાર્યવાહીની સમીક્ષા કરી હતી. અંગોલા દેશના Sumbe ખાતે સિમેન્‍ટ ફેક્ટરીનું બાંધકામ છેલ્‍લાં ત્રણ વર્ષથી થઈ રહ્યું છે. આ ફેકટરી ખાતે ભારત, બાંગ્લાદેશ અને નેપાળના કામદારો છેલ્‍લાં ત્રણ વષર્થી કામ કરે છે. મહિને રૂ. ૩ર,૦૦૦/- જેટલો પગાર આપવાની શરતે એજન્‍સી મારફત કામદારોને લઈ જવામાં આવેલાં છે. કામદારોનો પગાર યુ.એસ.ડોલરમાં તેમના ખાતામાં જમા થાય છે. ઓવરટાઈમના કામના પૈસા ડોલરમાં અગાઉ અપાતા હતા તે અંગોલા સરકારનો કાયદો બદલાવવાથી અમેરિકન ડોલરના બદલે અંગોલાની લોકલ કરંન્સી kwanza કોંઝામાં કંપનીએ આપવાનું શરૂ કરતાં કામદારો અને કંપની વચ્‍ચે વિવાદ શરૂ થયો હતો. આ વિવાદના કારણે કામદારોએ હડતાલનો આશરો લીધો હતો. હડતાલ પર ગયેલા કામદારો પૈકીના કેટલાક કામદારોએ તા. ૯ મે, ર૦૧રના રોજ તોફાન કર્યું હોવાનો સ્‍થાનિક મેનેજમેન્‍ટનો આક્ષેપ છે. આ આક્ષેપ મુજબ થયેલી ફરિયાદ પ્રમાણે કેટલાક કામદારોએ તા. ૯ મે, ર૦૧રના રોજ મેનેજર, એન્‍જીનીયર તથા સુપરવાઈઝર પર હુમલો કરેલો હતો અને કંપનીના કેટલાક વાહનોને નુકસાન કર્યું હતું. ર૦ જેટલા મોટર સાયકલને આગ ચાંપવામાં આવી હતી તેમજ રહેઠાણના કન્‍ટેનર, સિગ્નલી સિસ્‍ટમ અને ઈન્‍ફ્રાસ્‍ટ્રકચરને ખૂબ મોટું નુકશાન કરવામાં આવ્‍યું હતું. આ તોફાન દરમ્‍યાન પોલીસને બોલાવવામાં આવતાં પોલીસ ફાયરીંગ પણ થયું હતું અને પોલીસ દ્વારા તોફાન કરતાં પર (બાવન) જેટલાં કામદારોની અટકાયત કરવામાં આવી હતી અને તેમને સ્‍થાનિક અદાલત સમક્ષ રજૂ કરવામાં આવ્‍યાં હતાં. આ ગુનાની તપાસ હાલ ચાલુ છે. વિદેશ મંત્રીશ્રીએ અંગોલા સરકારના મુખ્‍ય સૂત્રધારો સાથે અંગત રીતે વાત કરીને કામદારો માટે માનવતાનું માપદંડ અપનાવવા તેમજ પોલીસ કસ્‍ટડીમાં રહેલાં કોઈપણ કામદારો પર પોલીસ દ્વારા અત્‍યાચાર ન થાય તેની ખાસ કાળજી લેવા જણાવ્‍યું હતું. વિદેશ મંત્રાલયે એમ્‍બેસીના પ્રતિનિધિને જેલની મુલાકાતે મોકલીને કામદારોની ખેરીયતની પૃચ્‍છા કરાવી હતી. હાલ સિમેન્‍ટ ફેકટરીની સાઈટ કે જ્યાં ૧,પ૦૦ જેટલાં જુદા જુદા કામદારો છે ત્‍યાં પરિસ્થિતિ સામાન્‍ય છે. જે કામદારો પોલીસના ડરથી જંગલોમાં જતાં રહ્યાં હતા. તેમની સલામતીની ખાતરી કરીને પરત સાઈટ પર બોલાવીને આશ્રય મળે તેવી વ્‍યવસ્‍થા કરવામાં આવી છે. ફેકટરી સાઈટ ઉપર જ તમામ કામદારોને ભોજન અને રહેઠાણની વ્‍યવસ્‍થા પણ સુનિશ્ચિત કરવામાં આવી છે. જે કામદારોના પાસપોર્ટ, વર્ક પરમીટ માટે જમા થયેલા હોય અથવા એજન્‍સી કંપનીએ રાખી મૂકેલાં હોય તે કામદારો જો દેશમાં પરત ફરવા માંગતા હોય તો તેમને તાત્‍કાલિક ઈમરજન્‍સી સર્ટિફિકેટ ભારતીય એમ્‍બેસી દ્વારા મળી જાય કે જેથી તેઓ દેશમાં પરત ફરી શકે તે માટેની સૂચના ભારતીય એમ્‍બેસીને આપવામાં આવી છે. ભારતીય એમ્‍બેસી ખાતેથી સેકન્‍ડ સેક્રેટરી જેલ તથા ફેકટરીની મુલાકાત લઈને વિદેશ મંત્રાલયને સતત માહિતી આપતા રહે તેવું તંત્ર પણ ગોઠવવામાં આવ્‍યું છે. કેટલાક ભારતીય કામદારો ત્‍યાં જ રહીને હજુ કામ કરવા ઈચ્‍છે છે, તેમને કામ બરાબર મળી રહે તેની વ્‍યવસ્‍થા માટે પણ સૂચનાઓ આપવામાં આવી છે. જેમની સામે ક્રિમીનલ કેસ દાખલ થયો છે તેઓને લોજેસ્‍ટીક સપોર્ટ પણ એમ્‍બેસી દ્વારા આપવાનો નિર્ણય કરવામાં આવ્‍યો છે.

વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે ગુજરાતના મુખ્‍યમંત્રીશ્રીને માત્ર પત્રો લખીને નિવેદનીયા મુખ્‍યમંત્રી બની રહેવાના બદલે ગુજરાતીઓ માટે પ્રો-એક્ટીવ રોલ કરવા અનુરોધ કર્યો છે. શ્રી શક્તિસિંહે જણાવ્‍યું હતું કે, ભૂતકાળમાં યુ.એ.ઈ. દેશોમાં જયારે મુશ્‍કેલી પેદા થઈ ત્‍યારે આંધ્રપ્રદેશ અને કેરલા જેવા રાજ્યો કે જેમના નાગરિકો મુશ્‍કેલીમાં મૂકાયાં હતાં ત્‍યારે તે રાજ્યોના મુખ્‍યમંત્રીશ્રીએ તાત્‍કાલિક દિલ્‍હી વિદેશ મંત્રાલયની મંજૂરી લઈને પોતાના રાજ્યના અધિકારીઓને યુ.એ.ઈ. દેશોમાં મોકલીને પોતાના રાજ્યના મુશ્‍કેલીમાં મુકાયેલાં નાગરિકોને પરત લાવવા માટે વિમાનની ટીકીટો તેમજ ઈમીગ્રેશનની વિધિ પૂર્ણ કરાવી હતી. આજરોજ ગુજરાતના મુખ્‍યમંત્રીશ્રીએ પણ વિદેશ મંત્રાલય પાસેથી મંજૂરી લઈને ગુજરાતના અધિકારીઓની એક ટીમ અંગોલા મોકલી આપવી જોઈએ અને ગુજરાતીઓને ગુજરાતી ભાષામાં તેમના પ્રશ્નો આપણા અધિકારીઓ સમજીને ઉકેલી આપે તેમજ ઈમરજન્‍સી સર્ટિફિકેટ, વિમાનની ટીકીટ અને જેમની સામે ક્રિમીનલ કેસ થયા છે તેમને યોગ્‍ય વકીલોની મદદ કરી આપી મદદરૂપ બનવું જોઈએ. ગુજરાત વિધાનસભા વિરોધપક્ષના નેતાશ્રીએ વિદેશ મંત્રીશ્રી પાસેથી ખાતરી મેળવી છે કે, ગુજરાત સરકારની આવી કોઈ ટીમ જો અંગોલા જવા માંગણી કરશે તો વિદેશ મંત્રાલય તાત્‍કાલિક તેને મંજૂરી આપશે અને અંગોલા ખાતેની એમ્‍બેસીને સહયોગ આપવા પણ કહેવામાં આવશે.

Around 40 youngsters from Gujarat are trapped at the Sumbe Cement Plant located 40 Kms away from Sumbe City in Angola, Africa. Chennai based company ETA Star International L.L.C Company had lured these 40 youths to Angola with the promise of high salaries. The workers of the Cement plant were on a strike as they had not been given salaries since six months. Following the strike, the police fired bullets on the workers and beat them up. While some of the workers were put in jail, others have taken shelter in the forests. On receiving the information about these events, Leader of Opposition in the Gujarat Assembly Shaktisinh Gohil personally met the family of Mr. Vijay Chimanbhai Valmiki, one the youths stranded there, at Petlad. Mr. Vijay was taken to Africa with the promise of getting Rs 32,000 each month. Satishbhai Marfat, the Baroda based agent of ETA Star International had sent youths from Gujarat to Africa. The Leader of Opposition personally visited Petlad and took stock of the situation. After talking to several of these youths stranded in Angola on the phone, Mr. Gohil has requested the Foreign Minister of India and the Indian Embassy in Angola to help them immediately. The Leader of Opposition was joined by local MLA Niranjanbhai Patel and other leaders to offer solace to the effected families in Petlad.

આફ્રિકાના અંગોલા દેશના સન્ડેસીટી શહેરથી ૪૦ કિ.મી. દૂર આવેલા સુંબે (Sumbe) સિમેન્ટ પ્લાન્ટમાં ૪૦ જેટલા ગુજરાતી યુવાનો ફસાયા છે. ઈટીએ સ્ટાર ઈન્ટરનેશનલ એલ.એલ.સી. કંપની, ચેન્નાઈ દ્વારા ઊંચા પગારની લાલચ આપીને ગુજરાતમાંથી ૪૦ જેટલા ગુજરાતી યુવાનોને અંગોલા લઈ જવાયા હતા. સિમેન્ટ પ્લાન્ટમાં કામ કરતા લોકોને છ મહિનાથી પગાર ન મળતા કામદારોએ હડતાળ પાડી હતી. હડતાળ પડાયા બાદ પોલીસ દ્વારા કામદારો ઉપર આડેધડ ગોળીબાર અને અત્યાચાર ગુજારવામાં આવ્યા અને કેટલાકને જેલમાં નાંખવામાં આવેલ છે અને કેટલાક કામદારો જીવ બચાવવા જંગલમાં આશ્રય લઈ રહ્યા છે. આ સમાચારો પ્રાપ્ત થતાં અસરગ્રસ્ત પરિવારો પૈકીના પેટલાદ ખાતેના શ્રી વિજય ચીમનભાઈ વાલ્મિકીના પરિવારની ગુજરાત વિધાનસભા વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે આજે રૂબરૂ મુલાકાત લીધી હતી. પેટલાદમાં આ પરિવારના યુવાન વિજય ચીમનલાલ વાલ્મિકીને દર મહિને રૂપિયા ૩૨,૦૦૦ પગાર મળશે તેમ કહીને આફ્રિકા લઈ જવામાં આવ્યા હતા. ઈટીએ સ્ટાર ઈન્ટરનેશનલ કંપનીના વડોદરા ખાતેના એજન્ટ સતીષભાઈ મારફત ગુજરાતી યુવાનોને આફ્રિકા લઈ જવામાં આવ્યા હતા. આફ્રિકામાં ફસાયેલા આ ગુજરાતીઓને તાત્કાલિક મદદરૂપ થવા માટે વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે પેટલાદ જઈને જાતમાહિતી મેળવી હતી. પેટલાદ ખાતેથી મેળવેલ માહિતી તેમજ અંગોલા ખાતેના કેટલાક કામદારો સાથે મોબાઈલ ઉપર વાત કરીને વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે ભારત સરકારના વિદેશ મંત્રીશ્રી તેમજ અંગોલા ખાતેની ઈન્ડિયન એમ્બેસીને ગુજરાતના આ યુવાનોને તાત્કાલિક મદદરૂપ બનવા માટે વિનંતી કરી છે. વિરોધપક્ષના નેતા સાથે સ્થાનિક ધારાસભ્યશ્રી નિરંજનભાઈ પટેલ તેમજ અન્ય આગેવાનો પેટલાદ ખાતે અસરગ્રસ્ત પરિવારોને સાંત્વના આપવા માટે જોડાયા હતા.

ગુજરાત વિધાનસભા વિરોધપક્ષના નેતાશ્રી શક્તિસિંહ ગોહિલે સંસ્કાર અને કલાની નગરી વડોદરાના રાજવી શ્રીમંત મહારાજા રણજીતસિંહજી ગાયકવાડના અવસાન અંગે ઊંડા શોકની લાગણી વ્યક્ત કરતાં અને શ્રદ્ધાંજલિ અર્પતાં જણાવ્યું હતું કે, સ્વ. શ્રી રણજીતસિંહજી ગાયકવાડની તા. ૨૨-૧૨-૧૯૮૮ના રોજ મહારાજા તરીકે તાજપોશી થઈ હતી. મહારાજા હોવા છતાં તેઓ કોઈ ઠાઠમાઠ ભોગવતા નહોતા અને સાદગીપૂર્ણ જીવન જીવતા હતા. તેઓ પોતાનું કામ પોતે જ કરવાનો આગ્રહ રાખતા હતા. વર્ષ ૧૯૬૪-૬૭ દરમ્યાન તેઓ વડોદરાની સુપ્રસિદ્ધ એમ. એસ. યુનિવર્સિટીમાં ફાઈન આર્ટ્‍સ ફેકલ્ટીના પ્રાધ્યાપક રહ્યા હતા. તેઓશ્રી ૧૯૮૦-૮૪ તથા ૧૯૮૪-૮૯ સુધી બે વખત વડોદરાના સાંસદ તરીકે રહ્યા હતા અને વડોદરા શહેરના સળગતા પ્રશ્નોના નિરાકરણ માટે સતત ચિંતિત રહેતા હતા. વડોદરા શહેરના પ્રશ્નોના નિરાકરણ અર્થે તેઓ સેવાસદન, પોલીસ કે જિલ્લા વહીવટી તંત્રને પત્ર લખતા પણ ખચકાતા નહોતા. શિક્ષણ, કલા અને જાહેર જીવન સાથે સંકળાયેલ સ્વ. શ્રી રણજીતસિંહજી ગાયકવાડ એક સારા ક્રિકેટર પણ હતા. સ્વ. શ્રી રણજીતસિંહ ગાયકવાડના અવસાનથી સમગ્ર ગુજરાતે એક નિષ્ઠાવાન આગેવાન ગુમાવ્યા છે તેમ શ્રી શક્તિસિંહ ગોહિલે જણાવ્યું હતું.

આવતીકાલ તા. ૧૧-૫-૨૦૧૨ને શુક્રવારના રોજ સ્વ. શ્રી રણજીતસિંહજી ગાયકવાડની સવારે ૯-૦૦ કલાકે લક્ષ્મીવિલાસ પેલેસ, વડોદરા ખાતેથી નીકળનાર સ્મશાનયાત્રામાં માન. વિરોધપક્ષના નેતાશ્રી શક્તિસિંહજી ગોહિલ જોડાશે.
