Press Note Dt. 18-08-2010

• Gujarat government has given rupee 127 crore contract to a bogus company created on the basis of fabricated documents.
• The company manipulated work orders of other companies in its own names and submitted to the government. He gave documents to media.
• The state government has given a contract for Rs. 127 crore to the company while other experienced companies are ready to do work in just Rs. 30 crore.
• The vigilance commission had asked for legal action against the company to blacklist it but still the government is protecting the fraud company.
• It is a dirty game to give sensitive work of Vessel Traffic Management System to such a fraudulent company for the area bordering Pakistan
• The company which can forge documents for getting a contract can easily be bought over by the terrorists.
• The Chief Minister of Gujarat wishes that terrorists should strike the state then only he can play vote bank politics.
• Where was the traffic vessel management system of the company and when terrorists attacked Mumbai after taking boat from Porbander

Gujarat government has indulged in vibrant corruption by giving contract to a company which has created its business profile using fraudulent work orders, Leader of Opposition Shaktisinh Gohil said today. He released to media documents that establish criminal connivance between the company Aatash Computer and Communication Ltd and the government.
The company, without any experience, got work of Rs 127 crore for the Gujarat Maritime Board on BOOT basis. It had signed an MOU in 2006 and got business in Vibrant summit for Vessel Traffic Management System for 11 ports of the GMB. It is surprising how a company set up in 2006 could get work in the same year, Gohil said. He said that other companies are willing to do the work for Rs 30 crore.
Giving the idea of the modus operandi of the company, he said that company has claimed that it got work of Rs 57,90,375 of Ambaji temple. The work was to set up metal detector gate along with security system having video recording. The work order was of 15/8/2006. In fact this order was given to Godrej and Boyce Company.
The Temple trust has clarified that the work was given to Godrej and Boyce Company and even the payment has been made to this company only. In support of his claim, Gohil gave copies of these tempered documents. He further pointed out that this company has also produced documents relating to work on Kolkota air port. A work order by a company of Norway, Knogsberg, of April 19,2006 has been submitted to Gujarat government. The fact is that the company Aatash was set up in June 2006. This clearly shows that the document was nothing but a great fraud, he said.
This company has also produced a document before Gujarat government that its sister concern, Modi Marine and Engineering Marketing Ltd has got work from Mumbai Port Trust for electro panel at the cost of Rs 59 lakh. However, the Port Trust has clarified that this document was bogus. Details were given to the Vigilance Commission which wrote to the Secretary Ports and Transportation on March 15,2010 that criminal action should be taken against the company and it should be blacklisted.
Despite the orders of March of the Vigilance Commission, no action has been taken against the company. This is just because of the links the company has in the Chief Minister’s office.
If the vessel traffic management system (VTMS) has been given to a fraud company in Gulf of Cambay then how can the state remain safe? The gulf is connected to Pakistani sea borders. A company which can forge documents to get a contract can easily be bought by terrorists. The Chief Minister of Gujarat should reply as to why he gave Gujarat to such a company which can surrender the state to terrorists.

Chief Minister of Gujarat wants that terrorists should come here. He has tight security arrangements but if terrorists strike then only he can politicize the issue and garner votes in the name of terrorism. When there are no terrorists small gangsters are killed and they are termed as terrorists and the CM plays his vote bank politics.
The CM himself had invited terrorists in Ahmedabad by throwing false challenges. His bungalow is like a fortress and terrorists struck Akshardham which is just opposite his bungalow. The terrorists who attacked Mumbai took a boat from Porbander in Gujarat. Where was this company that time which was given crores of rupees contract for vessel traffic management system. Does the Chief Minister want to surrender the country and Gujarat to terrorists by giving such contracts to such companies on Pakistan border?

Gohil has demanded that an inquiry should be ordered as to how and who gave the contract to a fraud company on border of the state. He said that the inquiry should be either conducted by a parliamentary committee headed by a legislator of the opposition party or sitting judge of High Court or the entire inquiry should be given to CBI.
