• Gujarat government weaves a web of false figures in Budget.
• Every year it wins applauses presenting a surplus budget, but in reality there is deficit of Rs.10,000 crore at the end of the year.
• Gujarat government has deducted Rs.400 crore from farmers account, Rs.1428 crore from rural development and Rs.4702 crore from social service sector.
• While curtailing budget provisions of common man, favourite industrialists have been given additional Rs.1338 crore.
• Part time lecturers gave a representation written in their blood, but government has not moved. Every year 18,000 employees retire; still youth is not offered government jobs.
• For 22 years, BJP rules in the state, but no work has been done on Narmada canal.
• 17.92 lakh hectares should get Narmada water for irrigation, but only 2 lakh hectares gets it.

 Participating in general discussion on the state budget MLA and National spokesperson of Congress Shaktisinh Gohil attacked anti-poor and anti-rural policy of the state government and said that it gives false figures in the Assembly to claim a surplus budget and wins applauses. But in fact, no budget of BJP government has remained surplus. Presenting figures of previous years, Gohil established that every year fiscal deficit was of more than Rs.10,000 crore.

Ours is agriculture based country. Works of welfare of common man are done on the account of social service sector. He recalled that Gandhiji laid emphasis on rural development because the real India lived in villages, but the figures of budget reflect a different story, he said.

Government reduced outlay of works for farmers by Rs.400 crore, rural development by Rs.1428.89 crore in the last two years and in social service sector a massive amount of Rs.Rs.47402.85 crore. There is an increase of Rs.1338.39 crore in outlay to benefit favored industrialists.

He said that while on one hand there was unemployment at a massive scale and on the other a large number of posts were vacant. In government polytechnics 27 of the total 30 posts of principal were vacant. There are vacancies right from primary schools to medical colleges. Government says that it will generate 15 lakh jobs in 10 years, every year 18,000 government staff retires, this will lead to shortfall of 3,000 more. He said that GSPC results are not declared in time while answer key is lost.

He suggested that to reduce the employment gap, the retirement age should be increased to 60 years and there should be no cut in the pay and perks of staff whose retirement age is increased to 60.

He said the evil of private tuition by teachers is affecting career of many students. Gohil reminded Patan PTC episode in which internal marks provision had led to exploitation and for this very reason internal mark system was abolished in PTC. He questioned introduction of internal marks system in 10^th standard.

Fee in professional courses has increased from Rs.40,000 to Rs.75,000 in the last three years. This high fee is exploitation of youth.

Part time lecturers are toiling for years. They even submitted memorandum written in blood to highlight their demands. They should be absorbed as full time staff.

Narmada is the lifeline of Gujarat. It has enough water to irrigate 17.92 lakh hectare of land but canals have not been created because of criminal negligence of the BJP which is in power for the last 22 years. As a result, only 2.09 lakh hectare is irrigated. Narmada Canal Authority has been set up by the Supreme Court for issues like Gates of Narmada dam, but attempts are made to give credit to Prime Minister. In the minutes of NCA it is made clear that work of gates of Narmada is delayed because of Madhya Pradesh which has BJP government.

• ગુજરાત સરકાર બજેટમાં ખોટા આંકડાઓની માયાજાળ આપે છે.
• દર વર્ષે બજેટ પુરાંતવાળુ રજુ કર્યુ છે તેમ કહીને વાહવાહ લુંટે છે પરંતુ ખરેખર વર્ષના અંતે  ૧૦ હજાર કરોડની ખાધ હોય છે.
• ગુજરાત સરકારે ખેડૂતોના રૂપિયા ૪૦૦ કરોડ, ગ્રામિણ વિકાસના રૂ. ૧૪૨૮ કરોડ તથા સામાજીક સેવાના રૂ. ૪૭૦૨ કરોડ કાપી લીધા.
• આમ ગુજરાતીના બજેટના નાણા પર કાપ મુકીને સરકારે માનીતા ઉદ્યોગપતિઓને બજેટની જોગવાઈ કરતા રૂ. ૧૩૩૮ કરોડ વધારે આપી દીધા.
• ખંડ સમયના પ્રાધ્યાપકોએ પોતાના લોહીથી લખીને આવેદનપત્ર આપ્યું છતા સરકારને અસર નથી.
• દર વરસે ૧૮ હજાર કર્મચારી નિવૃત થાય છે છતા યુવાનોને સરકારી નોકરી નથી આપવામાં આવતી.
• ૨૨ વરસ થી ભાજપની સરકાર છે પરંતુ નર્મદાની કેનાલનું કામ કરવામાં આવતુ નથી.
• ૧૭.૯૨ લાખ હેક્ટરને નર્મદાનુ સિંચાઈનું પાણી મળવુ જોઈએ તેના બદલે માત્ર ૨ લાખ હેક્ટરને જ નર્મદાનુ પાણી.

       બજેટ પરની સામાન્ય ચર્ચામાં ભાગ લેતા ધારસભ્ય અને કોંગ્રેસ પક્ષના રાષ્ટ્રીય પ્રવક્તા શક્તિસિંહ ગોહિલે ગુજરાત સરકારની ગરીબ,ગ્રામિણ, કૃષિ તથા આમ ગુજરાતીઓ વિરુધ્ધની નિતિ ઉપર પ્રહારો કર્યા હતા. વિધાનસભામાં સદંતર જુઠ્ઠા આંકડા આપીને બજેટ પુરાંતવાળુ છે તેમ કહીને દર વર્ષે ભાજપની સરકાર વાહવાહ લુંટે છે પરંતુ હકીકતે વર્ષના અંતે ભાજપની સરકારમાં એક પણ વર્ષમાં પુરાંત નથી રહી પરંતુ દર વર્ષે દસ હાજર કરોડ થી વધારે નાણાંકીય ખાધ (FISCAL DEFICIT) રહી છે. શ્રી ગોહિલે વર્ષવાર આ ખાધના આંકડા રજુ કર્યા હતા.

       આપણો દેશ કૃષિ આધારિત દેશ છે. સામાન્ય માણસના ઉત્કર્ષ માટેના કામો સામાજીક સેવાઓમાં સરકાર ખર્ચ કરે તેમાંથી થાય છે. ગાંધીજીએ કહ્યું હતુ કે સાચુ ભારત ગામડામાં વસે છે માટે ગ્રામિણ વિકાસના કામો વધારે થવા જોઈએ પરંતુ ગુજરાતની ભાજપની સરકારે વાર્ષિક આઉટલે પ્લાન મુજબ ખેડૂતો માટે વાપરવાના બજેટ માંથી છેલ્લા એક વર્ષમાં ૪૦૦ કરોડ ૫૨ લાખ કાપી લીધા. ગ્રામિણ વિકાસ માટે ખર્ચ કરવાના હતા તેમાંથી છેલ્લા બે વર્ષમાં ૧૪૨૮ કરોડ ૮૯ લાખ રૂપિયા કાપી લીધા. સામાજીક સેવાઓ માટે જે ખર્ચ કરવાનો હતો તેમાંથી ૪૭૦૨ કરોડ ૮૫ લાખ રૂપિયા કાપી લીધા છે. આમ ગુજરાતના સાચા વિકાસના ક્ષેત્રમાં વાપરવાના કરોડો રૂપિયા કાપી લઈને માનીતા ઉદ્યોગપતિઓ ને માલામાલ કરવા આયોજનના આઉટલે કરતા છેલ્લા બે વર્ષમાં ૧૩૩૮ કરોડ ૩૯ લાખ રૂપિયા ઉદ્યોગ ક્ષેત્રમાં ગુજરાતના બજેટ માંથી વધારે વાપરી નાખ્યા છે.

       ગુજરાતમાં પુષ્કળ બેરોજગાર યુવાનો છે અને સરકારમાં અસંખ્ય જગ્યાઓ ખાલી છે ગુજરાતમાં સરકારી પોલીટેકનીક કોલેજોમાં પ્રિન્સીપાલો ની ૩૦ જગ્યાઓ મંજુર થયેલ છે તેમાંથી ૨૭ જગ્યાઓ ખાલી છે. મેડીકલ કોલેજો થી લઈને પ્રાથમિક શાળાઓમાં અસંખ્ય જગ્યાઓ ખાલી છે. સરકાર જાહેર કરે છે કે ૧૦ વર્ષમાં ૧૫ લાખ જગ્યાઓ ભરીશુ પરંતુ અત્યારે દર વરસે ૧૮ હજાર કર્મચારીઓ નિવૃત થાય છે તેથી જગ્યાઓ ભરાશે નહી પરંતુ દર વરસે ૩ હજારની વધારે ઘટ થશે. GPSC ની પરીક્ષાઓના પરિણામો સમયસર આવતા નથી આન્સર કી ખોવાઈ જાય છે.

       સરકારમાં અનુભવી કર્મચારીઓનો લાભ મળે અને ખાલી જગ્યાઓ ઓછી થાય તે માટે નિવૃતિ વયમર્યાદા ૫૮ વર્ષના બદલે ૬૦ કરવી જોઈએ. ૬૦ વર્ષની વયમર્યાદા કરવામાં આવે ત્યારે કર્મચારીને મળતા લાભમાં કાપકુપ ન કરવી જોઈએ.

       ગુજરાતમાં પગાર લેતા શિક્ષકો ટ્યુશન ખુલ્લેઆમ કરે છે. શાળાના જ વર્ગ ખંડોમાં વધારાના વર્ગના નામે ટ્યુશનની બદી ચાલે છે. જે ટ્યુશન ન રાખે તેને દસમાં ધોરણમાં આંતરિક ૩૦ માર્કસ આપવાના હોય તે યોગ્ય રીતે મળતા નથી. આંતરિક માર્કસના દુષણના કારણે પાટણ PTC કોલેજમાં દીકરીનું શોષણ થયેલ અને પછી PTC માં આંતરિક માર્કસની પ્રથા બંધ કરવામાં આવી તો પછી દસમાં ધોરણમાં આંતરિક માર્કસની પ્રથા શા માટે રાખેલ છે?

       એન્જિનિયરીંગ, ફાર્મસી જેવા અભ્યાસક્રમો માં છેલ્લા ૩ વર્ષમાં ગુજરાતમાં ૪૦ હજાર થી ૭૫ હજાર સુધી ફીમાં વધારો કરવામાં આવેલ છે. આ રીતે મોંધી ફી ગુજરાતના યુવાનોનું શોષણ છે.

       ખંડ સમયના પ્રાધ્યાપકો વર્ષોથી સેવા કરે છે. પ્રાધ્યાપકોની ખાલી જગ્યાઓ છે તેઓને કાયમી પ્રાધ્યાપકો તરીકે સમાવવાની માંગણી ન સંતોષાતા લોહીથી સહીઓ કરીને સરકારને આવેદનપત્ર આપ્યુ છે. આ પ્રાધ્યાપકોને કાયમી જગ્યાઓ પર સમાવવા જોઈએ.

       નર્મદા યોજના ગુજરાતની જીવાદોરી છે. યોજનામાં આજે પુરતુ પાણી ઉપરથી આવે છે. નર્મદા માંથી ૧૭.૯૨ લાખ હેક્ટરને પાણી સિંચાઈ માટે આપી શકાય પરંતુ ગુજરાત સરકારની ગુન્હાહિત બેદરકારીના કારણે ૨૨ વર્ષ ભાજપની સરકાર રહેવા છતા કેનાલો બનેલ નથી માટે માત્ર ૨.૦૯ લાખ હેક્ટરને જ નર્મદાનું પાણી મળે છે. નર્મદાના દરવાજા ની મંજુરી સુપ્રિમ કોર્ટના જર્જમેન્ટ મુજબ સ્વતંત્ર કામ કરતી નર્મદા કંટ્રોલ ઓથોરીટી આપે છે. આમ છતા વડા પ્રધાનને રાજકીય જસ આપવાનો પ્રયત્ન બરાબર નથી. વિલંબ થવાનું કારણ મધ્યપ્રદેશની બીજેપી સરકારે પુન: વસનનું કામ કરેલ ન  હતુ તેથી નર્મદા કંટ્રોલ ઓથોરીટી એ દરવાજાની મંજુરીમાં વિલંબ કર્યો હતો તે NCAની મિનીટ્સમાં સ્પષ્ટ રીતે લખાયેલ છે.

• રાજયપાલશ્રીના પ્રવચનમાં સરકારની સ્પષ્ટ નીતિ, પ્રામાણિકતા કે લોકહિતના કામોનો અણસાર નથી.
• સ્વાઈન ફલૂથી મૃત્યુ પામનારમાં ગુજરાત નંબર-૧.
• ખાનગી હોસ્પિટલોમાં સ્વાઈન ફલૂથી સારવાર લેનારને મહારાષ્ટ્ર સરકાર પૂરેપૂરો ખર્ચ આપે છે તેમ ગુજરાતે પણ દર્દી માટેનો ખર્ચ ભોગવવો જોઇએ.
• સરકારની ગુનાહિત બેદરકારીના કારણે સ્પીકરથી લઇને સોનમ કપૂર સુધી સૌ કોઇ સ્વાઈન ફલૂથી પીડાગ્રસ્ત.
• કમોસમી વરસાદના કારણે ખેડૂતોને થયેલું પારાવાર નુકશાન, સરકાર વળતરથી મદદ કરે.
• પ્રસુતા આંગણવાડી કાર્યકરો અને હેલ્પરોની ૧૮૦ દિવસની રજા આપવા કેન્દ્ર સરકારે સન-ર૦૧૦માં કહ્યું છતાં ગુજરાત સરકાર રજા આપતી નથી.
• ગુજરાતમાં સરકારની ગરીબ વિરોધી નીતિના કારણે સૌથી વધારે કુપોષિત બાળકો ગુજરાતમાં છે.
• પાર્ટટાઇમના કર્મચારીઓનું ગુજરાત સરકાર શોષણ કરે છે.
• ગુજરાતના યુવાનોને ફિક્સ પગાર નહીં પરંતુ પૂરતો પગાર સરકાર આપે.
• ખંડ સમયના પ્રાધ્યાપકોને સરકારે કાયમી કરવા જોઇએ.
• શાળાઓમાં કોમ્પ્યુટરની કીટ છે પરંતુ કોમ્પ્યુટરનો અભ્યાસ કરાવનાર શિક્ષકો નથી.
• ટાટની પરીક્ષા પાસ કરેલા કોમ્પ્યુટરોના શિક્ષકોની સરકારે તાત્કાલિક ભરતી કરવી જોઇએ.
• રાજ્યપાલશ્રીના આખા પ્રવચનમાં કચ્છના અસરગ્રસ્ત વિસ્તાર માટે એક પણ શબ્દનો ઉલ્લેખ નથી. આજ બતાવે છે કે, અછતથી પીડાતા કચ્છના લોકો માટે સરકાર અતિશય ઉદાસીન છે.

       ગુજરાત વિધાનસભામાં રાજ્યપાલશ્રીના પ્રવચન પરની ચર્ચામાં ભાગ લેતા ધારાસભ્ય અને કોંગ્રેસના રાષ્ટ્રીય પ્રવક્તા શક્તિસિંહ ગોહિલે જણાવ્યું હતુ કે સરકારની નિતી અને નિયતનું પ્રતિબિંબ એ રાજ્યપાલશ્રીનું પ્રવચન હોય છે. આખા વર્ષના આયોજન માટેની પ્રતિબ્ધતાનો અહેવાલ સત્યના રણકાર સાથે રજુ કરવાનો હોય છે. આ માટે રાજ્ય સરકાર પ્રવચન તૈયાર કરી ને આપે તે રાજ્યપાલશ્રી વાંચન કરતા હોય છે. કમનસીબે નિષ્ઠા, પ્રમાણીકતા કે સત્યનો રણકાર એમાનું કશું રાજ્યપાલશ્રીના પ્રવચનમાં જોવા મળતું  નથી. 

       ગુજરાતમાં સ્વાઈન ફ્લૂથી મૃત્યુ પામનારાઓની સંખ્યા સમગ્ર દેશમાં સૌથી વધારે થઇ ગઈ છે. સરકારની ગુનાહિત બેદરકારીના કારણે ગુજરાત મરનારાની સંખ્યામાં નંબર-૧  થઇ ગયુ છે. દેશના અન્ય રાજ્યોએ સ્વાઈન ફ્લૂની બાબતમાં જરૂરી ગંભીરતા પૂર્ણ પગલાઓ લીધા છે પરંતુ ગુજરાત સરકારની સંવેદનાઓ બિલકુલ મરી પરવારી છે. આપણા પડોશી રાજ્ય મહારાષ્ટ્રે ખાનગી હોસ્પિટલમાં પણ સ્વાઈન ફ્લૂના દર્દી જાય અને તેને જે કંઈ ખર્ચ થયા તે સરકાર ભરી આપે તેવી વ્યવસ્થાની જાહેરાત કરી છે. જયારે ગુજરાતમાં સરકારી હોસ્પિટલોમાં ડોકટરો કે સુવિધા નથી અને પરિણામે ગુજરાતી દર્દી સ્વાઈન ફ્લૂથી પરેશાન થઇને પ્રાઈવેટ હોસ્પિટલોમાં જાય છે અને લાખો રૂપિયાના સારવારના બીલો ભોગવે છે. સરકાર આ સારવારના ખર્ચની રકમ આપતી નથી. શ્રી ગોહિલે માગણી કરી હતી કે, સ્વાઈન ફ્લૂથી પીડિત ભૂતકાળમાં જે ખાનગી હોસ્પિટલમાં ગયા હોય તેમને અને હવે જે કોઈ ખાનગી હોસ્પિટલમાં સારવાર લે એ તમામ ને સરકારે ખાનગી હોસ્પિટલના ખર્ચની એ તમામ રકમ ભરપાઈ કરી આપવી જોઈએ.

       કમોસમી વરસાદના કારણે ઘઉં, ચણા, રાયડો, ઇસબગુલ , તમાકુ જેવા શિયાળુ પાકોમાં  ન કલ્પી શકાય તેવું ખેડૂતો ને  નુકશાન થયુ છે. આંબા પરના મોર ખરી જતા કેરીનો પાક નિષ્ફળ છે. સરકારે ખેડૂતોના આ નુકશાનનો તાત્કાલિક સર્વે કરીને ખેડૂતોને નુકશાનીની રકમ રાહતના પગલારૂપે ચૂકવી આપવી જોઈએ.

       રાજ્યપાલશ્રીના આખા પ્રવચનમાં કચ્છના અસરગ્રસ્ત વિસ્તાર માટે એક પણ શબ્દનો ઉલ્લેખ નથી. આજ બતાવે છે કે, અછતથી પીડાતા કચ્છના લોકો માટે સરકાર અતિશય ઉદાસીન છે. કચ્છમાં ઘાંસ ડેપો પર સંચાલક માણસ જ નથી અને પરિણામે અઠવાડિયમાં એક એક બે દિવસ જ ગામનો ઘાંસ લેવાનો વારો આવે છે. અને જયારે વારો આવે છે ત્યારે ઘાંસ ડેપો પર ઘાંસ જ હોતુ જ નથી. માત્ર પાંચ પશુઓ ને જ ઘાંસ ખેડૂત કે પશુપાલક દીઠ આપવામાં આવે છે. કચ્છ જીલ્લો પશુધન આધારિત છે, માટે પાંચ પશુની મર્યાદા તાત્કાલિક દુર કરી ને કચ્છના લોકોને રોજેરોજ ઘાંસ પુરતું મળે તેવી વ્યવસ્થા કરવી જોઈએ.

            સરકારના જુઠ્ઠાણાનો પર્દાફાશ કરતા એક દાખલો રજુ કરીને શ્રી ગોહિલે કહ્યું હતુ કે સરકારે રાજ્યપાલશ્રીના પ્રવચનના પાના નંબર ૯ ઉપર એવો ઉલ્લેખ કરેલ છે કે, રાજ્ય સરકાર શિશુ અને સગર્ભા સ્ત્રીઓના સ્વાસ્થ્ય માટે ચિંતિત છે પરંતુ હકીકત તદન જુદી જ છે. કેન્દ્ર સરકારનો તા. ૦૯ જુલાઈ, ૨૦૧૦ નો પરિપત્ર રજુ કરી ને સરકારના જુઠ્ઠાણાનો પર્દાફાશ કરતા વિધાનસભામાં જણાવ્યું હતું કે કેન્દ્ર સરકારે શિશુ અને સગર્ભા મહિલાઓની ચિંતા કરી ને આંગણવાડી કર્મચારીઓ અને હેલ્પર મહિલાઓને પ્રસુતિના સમયે ૧૮૦ દિવસની ચાલુ પગારે રજા આપવા માટે સુચના આપી હતી. આ અપાયેલ સૂચનાનો અમલ  ૦૯ જુલાઈ, ૨૦૧૦ થી કરવો જોઈતો હતો પરંતુ ગુજરાત સરકારની શિશુ અને મહિલાઓ પ્રત્યેની ગુનાહિત બેદરકારીના કારણે આપણે ૨૦૧૫ના વર્ષમાં આવ્યા છતાં સગર્ભા મહિલાઓ કે જે આંગણવાડી ના કાર્યકર અને હેલ્પર છે તેમને ૧૮૦ દિવસની પ્રસુતિની રજાનો લાભ ગુજરાતમાં આપવામાં આવતો નથી.

       ગુજરાતમાં કુપોષણથી પીડાતા અતિ ભયંકર ઝોન એટલે કે રેડ ઝોનમાં ૨૦૦૭-૦૮ માં માત્ર ૦.૬૫% જ બાળકો હતા જે ૨૦૧૦-૧૧ માં ૪.૬૦% જેટલા થઈ ગયા છે આ વધારો જ બતાવે છે કે સરકાર કેટલી બેદરકાર છે. ખાસ કરી ને આદિવાસી વિસ્તારની વધારે ઉપેક્ષા કરવામાં આવી છે તેથી આદિવાસી વિસ્તારમાં મોડરેટર કુપોષણથી પીડાતા બાળકોની ટકાવારી ૪૪% જેટલી વધી ગઈ છે. સુપ્રીમ કોર્ટે ટારગેટેડ બાળકોને ચોક્કસ ન્યુટ્રીશન આપવા માટે ૨૦૦૪માં સ્પષ્ટ હુકમ કર્યો હોવા છતાં ગુજરાતમાં ૬૩.૩૭ લાખ બાળકોને ન્યુટ્રીશન આપવામાં જ આવ્યું નહી આમ ગુજરાતના બાળકોની ભાજપની સરકારે ભયંકર ઉપેક્ષા કરી છે.

       યુવાનોને રોજગારીની મોટી અને ખોટી ચ્યુઈંગમો બતાવવામાં આવે છે. પરંતુ હકીકતમાં ગુજરાતમાં યુવાનોને નથી મળતી રોજગારી અને જેને મળે છે તેનું શોષણ થાય છે. ગુજરાત હાઈકોર્ટે કહ્યું છે કે ફિક્સ પગાર એ યુવાનોનું શોષણ છે (એક્સ્પ્લૉઇટેશન છે). આમ છતાં ગુજરાતના યુવાનોને પુરતો પગાર આપવામાં આવતો નથી. આઉટસોર્સિંગના નામે સરકારના નાણાં એજન્સીઓ ખાઈ જાય છે. અનામતનું ધોરણ પણ નથી જળવાતું અને યુવાનોને અધિકારનો પગાર પણ મળતો નથી. આઉટસોર્સિંગ તાત્કાલિક બંધ કરીને યુવાનોને પૂરતા પગાર સાથે કાયમી નોકરી આપવી જોઈએ.

       યુવાનોને સરકારી નોકરીઓના નામે હેરાન પરેશાન થવું પડે છે. સરકારી નોકરીઓની ભરતીમાં ભયંકર ભષ્ટ્રાચાર થયા ના અનેક દાખલા ઉજાગર થયા છે. GPSC ની પરીક્ષા સામે ભૂતકાળમાં ક્યારેય આંગળી ચિંધાતી ન હતી પરંતુ હવે GPSC ની પરીક્ષાઓ માં પણ ચાલતી ગરબડો અને કૌભાંડો પણ લોક મૂખે ચર્ચાય છે. GPSC ની પરીક્ષાઓ માં જે વિલંબ થાય છે તેનો એક દાખલો ટાંકતા શ્રી ગોહિલે વિધાનસભામાં જણાવ્યું હતું કે  વર્ગ -૧ અને ૨ ની કુલ ૩૫૧ જગ્યાઓની ભરતી માટે તા. ૧૦.૦૬.૨૦૧૪ ના અરજી માંગવામાં આવી હતી. ૩૦.૦૬.૨૦૧૪ સુધીમાં ઓનલાઈન અરજીઓ યુવાનોએ કરી નાખી પરંતુ હજી સુધી પણ પ્રીલીમીનરી પરીક્ષાનું પણ રિઝલ્ટ આવ્યું નથી. હવે મેઇન પરીક્ષા ક્યારે લેવાશે અને ત્યાર બાદ ઓરલ ક્યારે લેવાશે અને પછી નિમણુંક ક્યારે મળશે ? તેજોઈ એ તો ખ્યાલ આવે કે સરકારમાં કેવું અંધેર ચાલે છે.

       રાજ્યપાલશ્રીના પ્રવચનમાં આધુનિક શિક્ષણ કોમ્પ્યુટરનું જ્ઞાન જેવા શબ્દોની સજાવટ કરવામાં આવી છે. પરંતુ હકીકતમાં ગુજરાતના યુવાનોનું શિક્ષણ સરકારના વાંકે કથળી રહ્યું છે. કેન્દ્ર સરકારની ICT યોજના નીચે ગુજરાતમાં દરેક માધ્યમિક શાળાઓમાં કોમ્પ્યુટરના કીટ આપવામાં આવેલ છે. પરંતુ આ કોમ્પ્યુટરને શીખવાડવા માટે શાળાઓમાં શિક્ષકો જ નથી. કેટલીક ગ્રાન્ટેડ શાળાઓ કોમ્પ્યુટરની લેબ ફી પણ લે છે. માધ્યમિક શાળાઓમાં કોમ્પ્યુટરના જ્ઞાન સાથેના શાળાદીઠ શિક્ષક મુક્વા જ જોઈએ તેના બદલે હાલમાં  ૫ શાળા દીઠ ૧ શિક્ષક કો-ઓર્ડીનેટર તરીકે નીમવામાં આવે છે અને પરિણામે કોમ્પ્યુટરનું શિક્ષણ વિદ્યાર્થીઓને મળતું જ નથી. સરકારે ૨૭.૭.૨૦૧૪ ની ટાટની પરીક્ષા કોમ્પ્યુટર વિષય સાથે લીધી અને તેમાં કોમ્પ્યુટર ભણાવી શકે તેવા યુવાનોએ પરીક્ષા પાસ પણ કરી છે તેમ છતાં કોમ્પ્યુટર વિષય સાથે ટાટ પાસ કરેલા શિક્ષકોની સરકારે ભરતી જ કરી નથી. આ જ બતાવે છે કે સરકાર ગુજરાતના યુવાનોના શિક્ષણ માટે કેટલી બેદરકાર છે.

             works of public welfare.

• Gujarat is number one in Swine Flu deaths
• Maharashtra govt bears full expense of treatment of Swine Flu patients in private hospitals. Gujarat govt should also bear all expenses.
• All right from the Speaker to Sonam Kapoor are affected by Swine flu because of criminal negligence of the govt.
• Unseasonal rains have caused huge loss to farmers, government should compensate it.
• Central govt had had said in 2010 that staff of Anganwadis should be given 180 day paid maternity leave. But nothing has been done in this regard so far.
• Gujarat has maximum number of malnourished children because of anti poor policy of govt.
• Govt is exploiting part time employees.
• Govt should give youth regular pay, not fixed wages.
• Govt should make permanent part time teachers.
• Schools have computer kits but not teachers to teach computers.
• Govt should immediately recruit computer teachers who have cleared TAT.
• Governor address has not even a word for affected Kutch district which shows utter indifference of the govt for scarcity affected people of Kutch.

                   Speaking on the Governor’s address in the State Assembly national spokesperson of Congress, Shaktisinh Gohil, said that the address which is prepared by the state government to roll out its plan for the year does not reflect truthfulness and the commitment it should have.

          He said that Gujarat is number one in Swine Flu deaths because of criminal negligence of the govt. While the governments of other affected states are taking serious steps to check swine flu problem, sensitivity of Gujarat government has died. Maharashtra govt has announced that it will bear full expense of treatment of Swine Flu patients in private hospitals. Government hospitals in Gujarat do not have adequate staff to handle swine flu patients which forces them to move to private hospitals where they are fleeced. Gujarat govt should also bear all expenses of treatment in private hospitals. It should include even those who have already taken treatment in private hospitals.Unseasonal rains have caused huge loss to farmers. Government should conduct a survey and compensate the loss.

          Governor address has not even a word for affected Kutch district which shows utter indifference of the govt for scarcity affected people of Kutch. Grass depots do not have adequate staff. Consequently one or two days are fixed for villages but on those days, there is no grass on many depots. Govt has fixed quota of five cattle for grass. Kutch is a district with great cattle wealth and such a restriction is injustice to it. This limit should be withdrawn and grass should be provided in adequate quantity.

          Tearing lies of the state government, Gohil drew the attention of the House to the facts on Page 9 of the address. It shows govt’s concern for infants and pregnant ladies. He said that central govt through its circular of July 9,2010 had said that staff of Anganwadis should be given 180 day paid maternity leave. This is 2015, but nothing has been done in this regard so far, he said.

          In 2007-08 Gujarat had only 0.65 per cent children in the red zone of malnutrition. This rose to 4.60 percent in 2010-11. This shows negligence of the state government which is very much in the case of tribals. He said that it has increased by 44 percent. Gohil pointed out that Supreme Court in 2004 had said that nutritious food should be given to children. Despite that 63.37 lakh children are not provided nutritious food and thus govt is ignoring children.

          False tall claims are made about employment to youth. The fact is that youth of Gujarat does not get employment and what is offered in the name of employment is nothing but exploitation. Gujarat government has pointed out that govt scheme of employment with fixed wages is exploitation of youth, but the govt is still continuing with it. Govt is outsourcing work which results in wastage of govt money and non implementation of reservation rules. He demanded that outsourcing should be stopped immediately and regular jobs should be offered with full salary.

          Govt employment has become a source of corruption and several scandals have come out in recruitment. Recruitment by GPSC was never involved in any kind of controversy, but now it is involved in variety of scandals. Giving an example of this he said that online applications were invited in June 2014 for 351 Class I &II posts with deadline of June 30. Till the date, results of preliminary examinations have not been declared while two more stages, main examination and interview are still pending. This gives an idea of working of this government, he said.

          Governor’s address talks about computer education. The fact is that the central government provided computers to secondary schools, but there are no teachers to teach this subject. Many grant in aid schools even charge computer lab fee. Instead of a teacher per school, there is a coordinator teacher every five secondary schools. Govt had on July 27, 2014 conducted TAT in which teachers with computer competence were to be recruited. But none has been recruited, he pointed out.
