        A major Cash for Job racket run in Gujarat has recently been busted by Gujarat police which exposes the Gujarat Chief Minister Narendra Modi’s marketing lie about the Gujarat model of development. Modi’s lies about employment opportunities in Gujarat and for Gujarat youth also stand completely exposed.

        The official website of Gujarat government (ojas.guj.nic.in) announced Government’s decision to recruit 1500 talati cum Mantri on a fixed salary, all composite of Rs 5300 a month for a contractual period of five years. Proficiency in English, Gujarati and Hindi besides computer knowledge and functionality and a HSC (12th pass) were announced as criteria. Over 12, 48, 656 applications were received by the Gujarat government. Rs 100  was asked as postal application fee from each applicant by the State Government. The Modi government turned this government job offering just for a period of five years at Rs 5300 a month as a money gathering exercise and made crores of rupees through application fee. Interestingly, over 60% applicants were postgraduates and graduates which shows how the youth in Gujarat is desperate for even a fixed salary contractual job of Rs 5300 per month.

          However, for each applicant to secure his/her job, a BJP henchman was operation. Kalyansinh Champawat who has often shared dais with Gujarat Chief Minister Narendra Modi, has addressed and canvassed for him besides being an official trainer for the State Government was nabbed by Gujarat police after a tip off that he was accepting Rs 10 lakh per person from job aspirants for this post. The Gujarat police caught Kalyan Sinh and some aspirants and their family members with cash.

          Situation in Gujarat for youth is worrisome. Modi tries to give a perception of how well settled people are in Gujarat but this is a misconception.  However Modi’s government official data itself admits that all is not well in Gujarat and highlights the gross inc rease in number of unemployed in the State.

          The Socio Economic Review of 2012-2013 by Gujarat government, which is part of budget publication highlights that the number of unemployed has increased in the state considerably. Referring to page S-84 of the report All India spokesperson of Congress Shaktisinh Gohil said that the Modi government had admitted in the Government publication that the number of unemployed registered with the State was  8,129 during the Congress rule but went up to a staggering 52,538 in 2011. Similarly the number of registered unemployed graduates during Congress rule was 55,007 which has now increased to 2,43,382. Unemployed engineers were only 4,085 whose number is now more than double at 10,641. The number of registered educated unemployed during Congress rule was 5,93,155 which is now 8,32,168. Diploma unemployed were just 8,766 whose number has now jumped to 30,367. The fact that unemployment has increased considerably during BJP rule in the state is proved by the government’s own document, Gohil said. Still Modi speaks blatant lies in his speeches and also issues false advertisements. He released a copy of the Socio Economic Review to the media. . Gujarat had 2,15,000 government employees in 1995. The number should have increased over the years, but in reality it has come down to 1,74,000. In the same way the number of persons in semi government jobs has been reduced by 80,000 during Modi rule. These figures have been obtained from the S.E.R book published by the state government itself. Employment opportunities have decreased in private and government sector. 

          In the past youth from the state got good opportunities in government and semi government jobs which kept unemployment under check. In the previous years, central government has launched many schemes and given huge amount of funds to the state even as the population has increased. But Modi government favoured only a few industrialists to fill their coffer . Industrialists do not give any benefits or incentives to youth and there is no job security. Industrialists often do not give basic benefits of health and social welfare to those employed.

          The recruitment in government and semi government jobs in the state is not being done on merits but there is huge corruption where agents of CM collect lakhs of rupees for providing employment. This scam came out on 17.02.2014 when some youth complained to Gandhinagar LCB that a man named Kalyansinh Champavat who runs Smart academy was making an offer of 100 percent guaranteed government job for a premium of Rs 10 lakh. LCB raided Champavat’s house and recovered online admission slips for talati exams and more than Rs.1.50 crore cash. Police also recovered money counting machine from his place. Police also recovered Rs.2.11 lakh cash and 64 online admission slips from Nisal Shah, an agent of Champavat. While police was searching the premises of Champavat police encountered one person from Amreli, Nirmalbhai Bahadurbhai Chavda ,who had come with Rs.10.77 lakh in cash for job for his nephew Satish Harsukhbhai Dangar.  Gohil placed evidences before media to prove that Kalyansinh Champawat was very close to Modi and was engaged as trainer by BJP. Champavat himself has written in his bio data that he had trained many BJP and RSS functionaries. He has further mentioned that he had imparted training in BJP’s national executive meeting as well. During the last Assembly elections he had addressed many public meetings. He also shared dais with CM during one of his election meetings in sector 6 in Gandhinagar on 10.12.2012. Gohil also released photos of Champavat with Modi and other senior BJP leaders. The state government has awarded big contracts to corrupt Champavat. His smart academy was engaged for training in recent sarpanch sammelans held all over the state. Not only this, he was also retained for training for officers and employees of state Secretariat. To fulfill his dream for becoming Prime Minister CM is spending crores of rupees which are being collected in the name of giving employment to youth.

          If jobs were easily available to the youth of Gujarat, why they willingly shelled out huge amount of Rs ten lakh for a job of fixed salary of Rs 5300 for five years?, he asked. This proves that there is huge unemployment in Gujarat and the CM who speaks against corruption in his meetings outside the state is collecting funds with the help of such corrupt people.

          The Gujarat High Court has also strongly criticized and given a judgment against the fixed wage employees recruited by Modi government. The Gujarat High Court asked the State Government why it recruited teachers at a meager salary of Rs 2500 per month. Modi is boasting about how he has increased the number of universities in the State but what is the level of education in Gujarat. Not a single Gujarat Government institution ranks in top 10 institutions of the country. NID, IIM or NIFT in Gujarat has not been established by Modi or his government. Not a single educational institution established during Modi regime figures in top educational institutes of India. This is sad. This also results in increase in unemplyability of youth and youth being forced to work at lower salaries.

          Gujarat high court (HC) has remarked what kind of vibrant is this Gujarat where youth has to work for a meager monthly salary of Rs.2500 or 3500. The HC had ordered to give same wages for same work but still the youth of the state is not getting adequate wages.

          Gujarat is a developed state and earlier there were many small and cottage industries due to which the unemployment level in the state was quite low. The state government used to promote these industries by announcing incentive packages for them. But during Modi’s rule only a few of his favoured industries are promoted and small and cottage industry is almost dead.
