PRESS RELEASE Dt: 08 January, 2016
Shri Shaktisinh Gohil, MLA & Spokesperson, AICC has issued the following statement to the press today–
“Three ‘Ds’ – ‘Deception’, ‘Deceit’ and ‘Double Speak’ have become hallmarks of Modi government vis-à-vis implementation of Goods and Services Tax (GST) as also other economic reforms. BJP government, including Prime Minister and Finance Minister, has been putting up false smoke screen by accusing Congress Party for obstructing GST, while the real truth is that GST stands consistently red flagged for last nine years by RSS and Swadeshi Jagran Manch. BJP government has resorted to green-eyed optics to masquerade its mal-intent rather than sincere operationalisation of GST in the interest of people of India.
Prime Minister, Shri Narendra Modi; Finance Minister, Shri Arun Jaitley and the entire BJP are ideologically opposed to a universal GST regime in India as an engine for economic growth. Shri Narendra Modi and BJP government are now camouflaging the ‘paralysis of governance’ & ‘failure of leadership’ over last 19 months to misguide people by stating that current day grave economic crisis as also deflation of economy is happening because GST has not been cleared. Double speak, deception and red herring of BJP’s leadership, particularly Prime Minister, Shri Narendra Modi is opposing GST, is borne out from overwhelming documentary evidence, which Congress Party seeks to place before 125 crore people of India:-
- Under Shri Narendra Modi’s Chief Ministership, State of Gujarat consistently and bitterly opposed GST. Between the years 2007 to 2014, 54 meetings of ‘Empowered Committee of State Finance Ministers’ were held. In each meeting, Shri Narendra Modi-led Gujarat government not only opposed the Constitutional amendment comprising GST Bill but also described it against ‘the federal spirit of Constitution’ as also the ‘rights of States to fiscal autonomy’. This is established from the following:-
(i) On 04.08.2010, Shri Narendra Modi-led Gujarat government made detailed written submissions before Empowered Committee opposing GST, copy of which is attached as Annexure A-1. It was, inter-alia, stated as follows:-
“3. As I have mentioned before, the proposed constitutional amendment has come at a time when consensus is lacking even within the Empowered Committee on many features of GST….. This amendment fundamentally alters powers of the States to levy and collect indirect taxes.
- __________. The power to determine rate of taxes is a basic function of legislative body like Parliament or, as the case may be, State Legislature. Article 265 very clearly states that no tax shall be levied or collected except by authority of law. Thus, provisions of proposed Article 279A runs counter to the existing provisions of Constitution. I find it difficult to agree to wide ranging powers given to GST council. These powers shall remain within legislative and administrative purview of State and cannot be ceded to the council as it will take away entire financial autonomy of the State.”
(ii) Again on 20.09.2010, Shri Modi-led Gujarat government gave detailed written submissions to Empowered Committee on GST clearly opposing implementation of GST, copy of which is attached as Annexure A-2. It was, inter-alia, stated as follows:-
“Therefore, Gujarat government does not support the proposed constitutional amendment in its present form. This would destablise balance source of revenue and duties between Centre and States and would adversely affect the financial health of States and deprive them of a very important means of governance.______.
- …….. The proposed constitutional amendment clearly restricts autonomy of the States and the implications of proposed Article 246A are unclear. Therefore, the proposed amendment to the constitution is not acceptable to us.”
(iii) Once again on 29.10.2010, Shri Modi-led Gujarat government gave detailed written submissions to the Empowered Committee vehemently opposing GST, copy of which is attached as Annexure A-3. It was, inter-alia, stated as follows:-
“I reiterate that the constitutional amendment in the present format put forth by the Government of India is not acceptable to Gujarat. ………..
- ………. So, Gujarat is opposed to the insertion of Article 246A, as conceived now.”
(iv) Again on 11.02.2011, Shri Modi-led Gujarat government gave written detailed submissions to the Empowered Committee rejecting GST, copy of which is attached as Annexure A-4. It was, inter-alia, stated as follows:-
“3. The new constitutional amendment draft proposed by the GoI is retrograde in nature and completely against the tenets of fiscal federalism…… Therefore, Gujarat does not support the proposed constitutional amendment in its present form.”
(v) In fact, demand for supporting GST Bill as introduced by Congress Party was made to the then Gujarat Chief Minister, Shri Narendra Modi by captains of industry in the ‘FICCI National Executive’ held for the first time in Ahmedabad, Gujarat on 17.12.2011. Instead of rising above bitter opposition to GST, Shri Narendra Modi chose to completely scuttle the issue. - Even the current Finance Minister, Shri Arun Jaitley; Smt. Sushma Swaraj and the entire BJP leadership opposed GST Bill tooth and nail inside and outside Parliament between the years 2006 to 2014. In fact, as Leader of Opposition (Rajya Sabha), Shri Arun Jaitley addressed 84th Annual General Meeting of FICCI on 18.01.2012 and opposed GST publicly. This opposition is till date available on the website of Bhartiya Janata Party i.e. www.bjp.org. Following link on BJP website may be seen which proves the clear-cut double speak of BJP:-
- Complete hypocrisy and deception of BJP as also Prime Minister, Shri Narendra Modi stands exposed by the fact that even after formation of Union Government on 26.05.2014, BJP government of Gujarat has opposed GST by making written submissions on 11.12.2014 before Empowered Committee of Finance Ministers. It opposed the 122nd Constitutional Amendment Bill introduced by Finance Minister, Shri Arun Jaitley on three major grounds. Firstly; BJP’s Gujarat government is of the opinion that GST Bill is an attack on fiscal autonomy of the State. Secondly; GST Bill has an adverse impact on revenues of the States and the 122nd Constitutional Bill on GST brought by Modi government does not address any of the concerns. Thirdly; implementation of GST would cause severe loss to manufacturing State and affects ‘Make-in-India programme’. Copy of these written objections dated 11.12.2014 of Gujarat government is attached herewith as Annexure A-5. Relevant portion is reproduced below:-
“The States have time and again expressed their concerns through all these forums mainly about the fiscal autonomy and the adverse implications on the revenues of the State due to introduction of the GST regime. We have just received a draft of the 122nd Constitutional Amendment Bill from the Empowered Committee and I regret that many of the concerns raised by the States have not been reflected in the draft. …..… However, the States would lose their fiscal autonomy which was continued when we moved from sales tax regime to VAT regime.
………….. Our Hon’ble Prime Minister has launched the Make in India campaign…… In the GST regime, the abolition of CST and the implementation of the destination principle would result in severe losses to manufacturing states that are also net exporting States.”
- Congress Party has made three meaningful and constructive suggestions to make the GST Bill people friendly, widely acceptable and implementable, which, among others, include putting a constitutional cap of a maximum rate of 18% taxation so as to not over burden the ordinary person.
Despite the endorsement of Congress stance by Chief Economic Advisor of the government, Finance Minister and BJP leadership have been opposing these people friendly suggestions of the Congress Party.
What completely exposes this double speak of BJP is the fact that in the 2009 Election Manifesto, BJP itself had suggested a maximum taxation cap of 12% to 14%. We urge upon Prime Minister, Shri Narendra Modi and BJP to stop hoodwinking, misleading and pulling wool over the eyes of Nation on the issue of GST and economic reforms.”

- અણઘડ વહીવટ, ભ્રષ્ટાચાર અને ગેરવહીવટના કારણે દેશમાં નિષ્ફળ ગયેલ કેન્દ્રની ભાજપ સરકાર GST બીલના બહાના કાઢે છે.
- GST બીલ જ્યારે કોંગ્રેસની કેન્દ્ર સરકાર લાવી હતી ત્યારે મોદીએ જ GST બીલનો વિરોધ કર્યો હતો. રાજ્યના અધિકારો થી વિરુદ્ધનું એ સામાન્ય માણસને નુકશાન કરતા GST ને ગણાવેલ.
- મોદીએ GST બીલની વિરુદ્ધમાં જે મુદ્દાઓ એમ્પાવર્ડ કમિટીમાં ઉપસ્થિત કર્યા હતા અને લેખિત રજુઆતો આપી હતી તેના પુરાવા પ્રેસ અને મીડિયાને આપતા શક્તિસિંહ ગોહિલ.
- ૨૦૦૭ થી ૨૦૧૪ સુધીમાં ૫૪ વખત એમ્પાવર્ડ કમિટીની મીટીંગો મળી હતી તેમાં ભાજપ દ્રારા GST નો જબરજસ્ત વિરોધ થયો હતો.
- મોદી સરકાર કેન્દ્રમાં આવ્યા પછી જે GST બીલ રજુ થયુ છે તેમાં રાજ્યોએ ઉઠાવાયેલ મુદ્દાઓનું ધ્યાન રખાયું નથી તેમ ગુજરાતની ભાજપ સરકાર કહે છે.
- તા. ૧૧/૧૨/૨૦૧૪ ની મીટીંગમાં ગુજરાતના ભાજપના નાણાંમંત્રીએ કહ્યું છે કે, મોદીનું GST બીલ મેક ઇન ઇન્ડિયાથી વિરુદ્ધનું છે. મેન્યુફેક્ચરિંગ કરતા રાજ્યોને મોટું નુકશાન કારક છે.
- કોંગ્રેસ પક્ષ દ્રારા દેશના હિતમાં અને સામાન્ય લોકોના હિતમાં માત્ર ૩ સુધારા સૂચવાય છે જે અંગે મોદી સરકાર સકારાત્મક નથી.
- મોદીને GST બીલ પાસ થાય તેમાં રસ નથી પરંતુ GSTના નામે રાજકારણ કરવું છે.
અણઘડ વહીવટ, ભ્રષ્ટ્રાચાર અને અણઆવડતના કારણે ભાજપની કેન્દ્ર સરકાર વહીવટી ક્ષેત્રે સંપૂર્ણ નિષ્ફળ ગયેલ છે. ત્યારે પોતાની નિષ્ફળતા છુપાવવા વડાપ્રધાન મોદી GST (ગુડ્ઝ અને સર્વિસ ટેક્ષ) નો અમલ નથી શકતો માટે વિકાસ થતો નથી તેવુ બહાનું દર્શાવી દેશને ગુમરાહ કરે છે ત્યારે કોંગ્રેસના રાષ્ટ્રીય પ્રવક્તા શક્તિસિંહ ગોહિલે આજ GST બિલની વિરુધ્ધમાં નરેન્દ્ર મોદીનું જે સ્ટેન્ડ હતું તેના પુરાવા રજુ કર્યા હતા. એમ્પાવર્ડ કમિટી મિટીંગોમા ભૂતકાળમાં મોદીની સરકાર તરફથી GST ની વિરુધ્ધમાં જે વલણ અપનાવાયુ હતું તેના પુરાવા રૂપે ગુજરાતના નાણાંમંત્રીના ભાષણોની બુકલેટો કે જે ગુજરાત સરકારે એમ્પાવર્ડ કમિટીમાં GST વિરુધ્ધ આપી હતી તેની નકલો પ્રેસ અને મીડિયાને રજુ કરીને કહ્યું હતું કે સ્ટેઈટ ફાયનાન્સ મીનીસ્ટર્સની એમ્પાવર્ડ કમિટીમાં ૨૦૦૭ થી GST માટે પ્રયત્નો થયા હતા અને ૫૪ જેટલી મીટીંગો મળી હતી. દરેક મિટીંગમાં મોદીની ગુજરાત સરકારે GST બીલના બંધારણીય સુધારાનો વિરોધ કર્યો હતો. એટલું જ નહી પરંતુ GSTને બંધારણના Federal Spirit (સમવાય તંત્ર હાર્દ) થી વિરુધ્ધ ગણાવીને વિરોધ કર્યો હતો. (એમ્પાવર્ડ કમિટી મીટીંગ તા. ૧૧/૦૨/૨૦૧૧ ન્યુ દિલ્હી મોદી સરકારની બુકલેટ પેઈજ-૨ પારા. ૩). તા. ૨૯/૧૦/૨૦૧૦ ના રોજ ગોવા ખાતે મળેલ મીટીંગમાં મોદી સરકારે GST નો વિરોધ કરતા કહ્યું હતુ કે, Fiscal Autonomy and Flexibility (નાણાંકીય સ્વતંત્રતા અને સ્થિતિસ્થાપકતા) રાજ્યોને બંધારણના ઘડવૈયાઓએ મુખ્ય આધાર સ્તંભ તરીકે આપ્યા છે. આર્ટીકલ ૨૪૬ A (GST) બંધારણીય સુધારાથી કેન્દ્ર સરકાર માલના વેચાણ ઉપર ટેક્ષ લેવા જઈ રહી છે જે પૂર્ણત: (Exclusive) રાજ્ય સરકારોનો અધિકાર છે. (ગુજરાત સરકાર બુકલેટ તા. ૨૯/૧૦/૨૦૧૦ પેઈજ-૨, પારા-૨). તા. ૨૦/૧૦/૨૦૧૦ ની મીટીંગમાં મોદી સરકારે GST નો વિરોધ કરતા ત્યાં સુધી કહ્યું હતુ કે GST માટેના બંધારણીય સુધારાથી રાજ્યોની સ્વતંત્રતા ગંભીર રીતે મર્યાદિત થઈ જશે. (ગુજરાત સરકાર બુકલેટ તા. ૨૦/૧૦/૨૦૧૦ પેઈજ-૪, પારા-૨).
ભાજપ સરકાર એવો દાવો કરે છે કે, અમે GST નું સુધારેલુ બીલ લાવ્યા છીએ અને તેમાં કશુંજ વિરોધ કરવા જેવું નથી પરંતુ હકીકતમાં કેન્દ્રમાં ભાજપની સરકાર આવ્યા બાદ પણ જે GST નો બંધારણીય સુધારો કરતું બીલ મોદી લાવ્યા છે તેનો વિરોધ ભાજપની જ ગુજરાત સરકારે કરેલ છે. આ માટેનો પુરાવો રજુ કરતા શ્રી ગોહિલે તા. ૧૧/૧૨/૨૦૧૪ ના રોજ દિલ્હી ખાતે એમ્પાવર્ડ કમિટીની જે મીટીંગ મળી હતી તેમાં ગુજરાતની ભાજપની સરકારના નાણાંમંત્રીએ જે રજૂઆત કરી હતી તેની ઓફિસીયલ પ્રિન્ટેડ બુકલેટ કે જે ગુજરાત સરકારે સરકયુલેટ કરી હતી તેની નકલો મીડિયાને આપી ને જણાવ્યું હતુ કે મોદીની કેન્દ્ર સરકારના GST બીલની વિરુધ્દ્ધમાં ભાજપની જ ગુજરાત સરકાર છે. તા. ૧૧/૧૨/૨૦૧૪ ના ગુજરાતના BJP ના નાણાંમંત્રીએ જણાવ્યું હતુ કે “રાજ્યએ વારંવાર પોતાની લાગણીઓ વ્યક્ત કરી છે ખાસ કરીને રાજ્યોની નાણાંકીય સ્વતંત્રતા બાબત તેમજ GST ના અમલથી રાજ્યની મહેસુલી આવક પર વિપરીત અસર થવા બાબત અમારી રજૂઆત હતી. હમણાંજ સુધારેલ મુસદ્દો (Draft) ૧૨૨ માં બંધારણીય સુધારાનો મળ્યો છે. મારે દુ:ખ સાથે કહેવું પડે છે કે રાજ્યએ જે લાગણીઓ વ્યક્ત કરી હતી તેનો પડધો મુસદ્દામાં ક્યાંય નથી” (બુકલેટ પેઈજ-૨). ગુજરાત સરકારે તા. ૧૧/૧૨/૨૦૧૪ની મીટીંગમાં એમ પણ જણાવ્યું હતુ કે “આપણો દેશ મેન્યુફેક્ચરિંગ સેક્ટરમાં વધારો કરીને દેશની આવકને વધારવા માંગે છે. વડાપ્રધાનશ્રી એ મેક ઇન ઇન્ડિયા કેમ્પેઈન ચલાવ્યું છે. ઉપરાંત ૧૨મી પંચવર્ષીય યોજના (૨૦૧૨-૧૭) એ ધ્યેય નક્કી કર્યુ છે કે મેન્યુફેક્ચરિંગ સેક્ટરનો હિસ્સો દેશના GDP સામે ૧૫% થી વધારી ૨૫% કરવો છે.પરંતુ GST રીજીમના દ્રારા CST રદ થવાથી અને ડેસ્ટીનેશનના સિધ્ધાંતના અમલ થી મેન્યુફેક્ચરિંગ રાજ્યોને અતિશય ગંભીર નુકશાન થવાનું છે. નિકાસ કરતા રાજ્યોને પણ ગંભીર નુકશાન થશે. ગુજરાત સરકારે વધુમાં GST નો વિરોધ કરતા જણાવ્યું છે કે, “અત્યારે કોમર્શિયલ ટેક્ષ (વેટ અને નોનવેટ) નો મોટો હિસ્સો ઉત્પાદન કરતા રાજ્યોની આવકમાં CST માંથી આંતર રાજ્ય વેચાણ ખરીદી માંથી આવે છે. હવે સંભવિત IGST મોડેલના મુજબ માલની સપ્લાય અને સર્વિસ ઉપર ટેક્ષ લગાડવામાં આવશે તે ઉપભોગકતા રાજ્યોને મળશે પરંતુ ઉત્પાદન કરતા અને સેવા પુરી પાડતા રાજ્યોને કરની SSSઆવક મેળવવા માટે કોઈ જગ્યા રહેશે નહી. આથી મેન્યુફેક્ચરિંગ કરતા બધા રાજ્યો જેવા કે મહારાષ્ટ્ર, ગુજરાત, હરિયાણા વગેરે, કૃષિ ક્ષેત્રે સરપ્લસ રાજ્યો જેવા કે પંજાબ, આંધ્રપ્રદેશ, કેરલા વિગેરે, મીનરલ સમૃદ્ધ રાજ્યો ઓરિસ્સા, છતીસગઢ, વેસ્ટ બેંગાલ, રાજસ્થાન, મધ્યપ્રદેશ વિગેરે, સર્વિસ સરપ્લસ રાજ્યો જેવ કે, મહારાષ્ટ્ર, કર્ણાટકા વિગેરે ને ખુબ નુકશાન થશે. GST ના અમલ થી નિકાસ કરતા રાજ્યોને પ્રોત્સાહનના બદલે નકારાત્મક માર પડશે. જે રાજ્યોએ ભૌગોલિક અને સોશીયલ ઈન્ફ્રાસ્ટ્રક્ચર પુરૂ પાડીને મેન્યુફેક્ચરિંગ અને સર્વિસીઝ માટે વાતાવરણ પુરૂ પાડે છે તેમને નુકશાન થશે”.
આમ એક તરફ વડાપ્રધાન અને BJP GST જાણે કે જાદુની છડી છે અને તેનું બીલ પાસ તાત્કાલિક થવું જોઈએ તો જ દેશનો વિકાસ થાય તેમ કહે છે અને બીજી તરફ ભાજપની જ ગુજરાત સરકાર માને છે કે GST બીલ જે મોદી સરકારે રજુ કરેલ છે તે રાજયોની નાણાંકીય સ્વતંત્રતાની વિરુદ્ધ છે. GST બીલ આવવાથી મેક ઇન ઇન્ડિયા ની વાતને નુકશાન થશે. મેન્યુફેક્ચરિંગ અને સર્વિસીઝ આપતા રાજ્યોને વિપરીત અસર થશે. RNR ને નુકશાન થશે. સામાન્ય માણસને મુશ્કેલીઓ વધશે. ભાજપની આ બેવડી નિતીઓ માત્ર સ્વાર્થ માટેની છે. મોદી સરકાર માત્ર રાજકારણ કરે છે અને દેશના અર્થતંત્રને માટે ચિંતિત કે ગંભીર નથી. જેથી દેશનું અર્થતંત્ર નકારાત્મક દિશા તરફ જઈ રહ્યું છે.
કોંગ્રેસ પક્ષ તરફથી દેશની આમ જનતા અને દેશના અર્થતંત્રના હિતમાં માત્ર ૩ સકારાત્મક સૂચનો કરવામાં આવેલ છે. પરંતુ વડાપ્રધાન તરફથી આ સૂચનો માટે ગંભીરતા કે તૈયારી દર્શાવવામાં આવી નથી. ખરેખર વડાપ્રધાનને GST ના અમલમાં રસ નથી પરંતુ GST ના નામે રાજકારણ કરવું છે. ૨૦૦૭ થી ૨૦૧૪ સુધી એમ્પાવર્ડ કમિટીની ૫૪ વખત મીટીંગ મળી અને ભાજપના વિરોધના કારણે કોંગ્રેસની આગેવાનીવાળી UPA સરકાર GST બીલ વર્ષો સુધી પસાર ન કરી શકી તેમ છતાં દેશના અર્થતંત્રને વૈષ્વિક મંદીના વાતાવરણમાં પણ કોંગ્રેસે મજબુત રાખ્યું હતું.

Press note Dt: 29/12/2015 આગામી બજેટ માટેના સૂચનો.

વિષય:- આગામી બજેટમાં લોક ઉપયોગી આયોજન અને જોગવાઈ થવા માટેના સૂચનો.
ઉપરોક્ત વિષય બાબતે નીચે મુજબના સૂચનો રજુ કરૂ છું.
(૧) કચ્છ જીલ્લાને નર્મદાનું એક મીલીયન એકર ફીટ વધારાનું પાણી ફાળવવાનું છે. આ કામ માટે પૂરતા નાણા ફળવાતા ન હોવાથી બિલકુલ કામ થયેલ નથી. છેલ્લે ૨૦૧૩માં બનેલા અંદાજ મુજબ ખર્ચ ૫૧૮૬ કરોડનો છે. બજેટમાં ૩૦૦ કે ૪૦૦ કરોડ ફળવાય છે પરંતુ સરકારનો પરિપત્ર ગત વર્ષ સુધી એવો હતો કે કુલ બજેટના ૧૫% નાણા એટલે કે ૭૫૦ કરોડ ન ફળવાય ત્યાં સુધી વહીવટી મંજુરી જ ન મળે. પરિણામે વર્ષના અંતે એક પણ રૂપિયો વપરાતો નથી. માટે આ વર્ષની બજેટની જોગવાઈમાં કચ્છને નર્મદાનું એક મીલીયન એકર ફીટ પાણી પુરૂ પાડવાના કામના અંદાજના ઓછામાં ઓછા એટલા રૂપિયા ફાળવવા કે જેથી વહીવટી મંજુરી મળે અને કામ શરુ થઈ શકે.
(૨) ભારત સરકાર તરફથી બી.આર.જી.એફ. યોજના ચાલતી હતી. આ યોજનામાં વિકાસના કામો ખાસ અંગભુતના લેવાના હોય છે. જેના થી SC અને ST વિસ્તારોના કામો વધારે ફાયદાકારક બને છે. આદિવાસી વિસ્તારવાળા બનાસકાંઠા, સાબરકાંઠા, દાહોદ,ડાંગ,નર્મદા અને પંચમહાલ એમ છ જીલ્લાને ખુબ સારો લાભ મળતો હતો. કેન્દ્ર સરકારે તા. ૦૧/૦૪/૨૦૧૫ થી આ યોજના બંધ કરી દીધી છે. તો હવે ગુજરાત સરકારે રજૂઆત કરવી જોઈએકે કેન્દ્ર સરકારના પંચાયતી રાજ મંત્રાલય માંથી બી.આર.જી.એફ. ની ગ્રાન્ટ પુન: શરૂ કરી યોજના ચાલુ રાખે અથવા રાજ્ય સરકાર બજેટમાં જોગવાઈ કરીને આ યોજના શરૂ રાખે.
(૩) GST નો ગુજરાત સરકાર સતત વિરોધ કરતી હતી. GST આવે તો મેન્યુફેક્ચર કરતા ગુજરાત રાજ્યને મોટુ નુકશાન થશે તેવી દલીલ હતી. તો હવે GST ના મામલે સરકારનું શું સ્ટેન્ડ છે? વિરોધ જે બાબતોનો ૨૦૦૭ થી કરીને GST બીલ પસાર થવામાં રૂકાવટ લાવવામાં આવતી હતી તેમાં હવે શું બદલાવ છે? સરકાર પોતાના વિરોધના અને હવેના દ્રષ્ટિકોણને જાહેર કરે.
આપના મારફત જે બજેટ રજુ થાય છે તેમાંથી લોક ઉપયોગી અને સામાજીક સુરક્ષા માટેના કામોનું તથા વિકાસના આયોજનના કામો માટેનું મોટાભાગનું બજેટ વપરાતું નથી અને વણવપરાયેલ આ રકમનો આંકડો ખુબ મોટો હોય છે. તેના સામે બિન આયોજન અને વ્યર્થ ખર્ચ ખુબ વધારે હોય છે. તો આ અંગે નાણાકીય શિસ્ત ઉભી કરવી જરૂરી છે.
(૪) વેટ અંગેના સૂચનો.
- ગુજરાતમાં વેટના દર ખુબજ ઊંચા છે માટે વેટનું ભારણ ઘટાડવા વેટના દર નીચા લાવવા જોઈએ.
- ગુજરાતમાં પેટ્રોલ ઉપર ૨૩ % અને ડીઝલ પર ૨૧ % વેટ છે. ઉપરાંત સેસ છે. માટે પેટ્રોલ-ડીઝલ ખુબ મોંધા છે તો આ વેટના દર ઘટાડવા અને સેસ દૂર કરવી.
- સીએનજી ઉપર વેટ શૂન્ય કરવો જોઈએ જેથી સીએન્જી વાહનો વધશે અને પ્રદુષણ ઘટશે.
- ગુજરાતમાં મોટા કરદાતાઓ પાસે ખુબ મોટી રકમ લેણી છે તેની વસુલાતમાં સરકાર ઉદાસીન છે પરંતુ નાના વેપારીઓ ઉપર ખુબજ કડકાઈ થાય છે ત્યારે નાના કરદાતાઓ પ્રત્યે સહાનુભુતિ રાખવી જોઈએ.
- ટેક્ષ ઈનપુટ ક્રેડિટ શૂન્ય કરવી જોઈએ.
- રાજસ્થાનમાં કોટા સ્ટોન,માર્બલ અને ગ્રેનાઈટ ઉપર માત્ર ૫% વેટ છે. જયારે ગુજરાતમાં વેટ ઘણો વધારે છે. તો તે ઘટાડવો જોઈએ.
- ચાઇનીઝ કંપનીઓના અતિક્રમણના કારણે સિરામિક ઉદ્યોગને નુકશાન થઈ રહ્યું છે. માટે ગુજરાતના સિરામિક ઉદ્યોગ માટે પ્રોત્સાહક નીતિ બજેટમાં જાહેર કરવી જોઈએ.
- નાના ઈંટ ઉત્પાદકો ઉપર થી વેટ સંપૂર્ણ નાબુદ કરવો જોઈએ.
- દવાઓ અને આરોગ્ય આનુઆંશિક સારવારો ઉપર થી વેટ નાબુદ કરવો.
- ખાનગી હોસ્પિટલમાં અપાતી દવાઓ અને ઈન્જેકશનો ઉપર વેટ લેવો જોઈએ નહી.
(૫) ટ્રસ્ટ ફાળો એ કર નથી માત્ર ફી છે. તેમ છતાં દર વર્ષે સરકાર ટ્રસ્ટ ફાળાના નામે કરોડો ઉઘરાવે છે તે બંધ થવા જોઈએ. ટ્રસ્ટ ફાળો ઘટાડવો જોઈએ.
(૬) એસ.સી. અને એસ.ટી. માટેના વસ્તીના ધોરણે બજેટ ફાળવણી જોઈએ. પરંતુ એસ.સી. માટે ૭% નાણાની ફાળવણી બજેટમાં થતી નથી. ગૌણ સદર સરકાર ખોલતી નથી તેથી વંચિતોને નુકશાન થાય છે.
(૭) રૂ. ૮૦૦ સુધીની કિંમતના બુટ-ચંપલ તથા મધ્યમ વર્ગ એક ટંકનું ભોજન લે છે તેવા આહાર પર થી વેટ સંપૂર્ણ નાબુદ થવો જોઈએ.
(૮) ખેડૂતના પુત્રો કે ભાઈઓ વચ્ચે જમીનના વહેંચણીના સમયે લેવાતા સ્ટેમ્પના રૂપિયા અન્યાય કર્તા છે. માટે તે નાબુદ થવા જોઈએ.
(૯) વિદ્યુત શુક્લ સરકાર ખુબ જ મોટા પ્રમાણમાં લે છે જેથી ગુજરાતમાં વીજ ગ્રાહકોને મોટું ભારણ આવે છે. માટે વિદ્યુત શુલ્ક ઘટાડવું જોઈએ.
(૧૦) ફિક્સ પગારના કારણે યુવાનોનું શોષણ થાય છે અને સારા યુવાનો સરકારી સેવામાં આવતા નથી માટે ફિક્સ પગાર બંધ કરી પૂરતા પગાર સરકારી નોકરીમાં આપવા જોઈએ.
(૧૧) આઉટ સોસિંગમાં મોટો ભ્રષ્ટ્રાચાર ચાલે છે. તે બંધ કરીને નિયમિત નોકરી આપવી જોઈએ.
(૧૨) નર્મદાની કેનાલોનું કામ ખુબ જ બાકી છે માટે પૂરતા નાણા કેનાલોના કામ માટે ફાળવવા.
(૧૩) પ્રસિદ્ધિઓ, મેળાઓ અને વૈભવો પાછળ વપરાતા રૂપિયામાં કાપ મુકીને નક્કર કામો કરવા બજેટમાં આયોજન કરવું જરૂરી
(૧૪) ગુજરાતની સરકારી હોસ્પિટલોમાં અનેક જગ્યાઓ મેડીકલ,પેરામેડીકલ અને અન્ય સ્ટાફની ખાલી છે તે તાત્કાલિક ભરવા બજેટમાં આયોજન થવુ જોઈએ. ભૂતકાળમાં જીવન રક્ષક દવાઓ સંપૂર્ણ મફત મળતી હતી તેની યાદી ખુબજ નાની કરવામાં આવી છે તો આગામી બજેટમાં આ જીવન રક્ષક દવાઓ સંપૂર્ણ મફત કરવી જોઈએ. સરકારી હોસ્પિટલમાં સારવાર ખુબજ મોંઘી બની ગઈ છે તો તેના માટે બજેટમાં જોગવાઈ કરીને સરકારી હોસ્પિટલોની સેવાઓ નહિવત ખર્ચે મળે તેવું આયોજન થવુ જોઈએ.
(૧૫) શિક્ષણનું વ્યાપારીકરણ બંધ કરી સસ્તુ શિક્ષણ મળે અને ખાલી જગ્યાઓ ભરાય તેવું આયોજન કરવું જોઈએ.
(૧૬) મારી વિધાનસભાની પેટા ચૂંટણી દરમ્યાન આપશ્રી તેમજ જે તે વખતના મહેસુલ મંત્રી અને હાલના મુખ્યમંત્રી આપના પક્ષના ઉમેદવારના પ્રચાર માટે આવેલા હતા ત્યારે આપે કહ્યું હતુ કે ચૂંટણીની આચાર સંહિતા પૂરી થાય કે તુરંતજ લખપત અને અબડાસામાં કોલસા પાડવાની છુટ અપાશે. આપના આ વચનને બે વર્ષ થવામાં છે તો આ વચન આગામી બજેટમાં પૂર્ણ કરશો. (અપના પ્રવચનની વીડીઓ આપ કહેશો તો હું મોકલી આપીશ)
(૧૭) સ્થાનિકને નોકરીનો અમલ ઉદ્યોગો કરતા નથી. નિતી વધારે સ્પષ્ટ અને ખરેખર સ્થાનિક નજીકના લોકોને નોકરી મળે તેવુ આયોજન જરૂરી છે.
(૧૮) જે વિસ્તારમાંથી કિંમતી ખનીજ નીકળે છે તે વિસ્તારના વિકાસ માટે ચોક્કસ રકમ અનામત રાખીને ત્યાજ વાપરવા બજેટમાં જોગવાઈ કરવા વિનંતી.
(૧૯) નખત્રાણા ખાતેની કોલેજમાં સરહદી વિસ્તારના ગરીબ બાળકો અભ્યાસ કરે છે માટે તેને ગ્રાન્ટેડ કરવાની જાહેરત આગામી બજેટમાં કરવા વિનંતી છે.

સત્ય ને સદંતર વિકૃત રીતે કોઈ રજુ કરે ત્યારે દિલ દુભાયા વગર ન રહે. સરદાર વલ્લભભાઈ પટેલ સર્વોત્તમ સેક્યુલર, અડીખમ રાષ્ટ્ર ભક્ત અને રાષ્ટ્રીયતાના પ્રખર હિમાયતી અને સાચા કોંગ્રેસી હોવા છતાં ફાસ્ટીસ્ટ રાજકારણમાં જયારે સરદારને મુસ્લિમ વિરોધી કે આર.એસ.એસ. તરફી હોવાની ચેષ્ટા કરી છે ત્યારે દરેક સાચા ભારતીયને આ હલકી રાજનીતિ માટે આક્રોશ અને તિરસ્કારની ભાવના થયા વગર રહે નહી. મને લાગે છે કે, સરદાર સાહેબની આ ૬૫મી પુણ્યતિથી છે. સરદારની સાચી પ્રતિમા અને ઈતિહાસને મારા બ્લોગ પર આપ સર્વે સુધી પહોંચાડું તે જ સાચી શ્રદ્ધાંજલિ. ૫૬૫ રજવાડાઓનું વિલીનીકરણ એક રાષ્ટ્રમાં કરનાર અને દેશના હિંદુ મુસ્લિમ કોઈપણ અન્ય ફાસ્ટીસ્ટનો વિરોધ કરીને રાષ્ટ્રની એકતા અને અખંડીતતા માટે સમર્પિત સરદાર વલ્લભભાઈ પટેલની સાચી પ્રતિભા ઇતિહાસમાં કંડારાયેલી છે. સરદાર સાહેબની એ દ્રઢ માન્યતા હતી કે, “ધર્મ કે જાતિને રાજકીય હથિયાર તરીકે વપરાય નહીં.” 
મુસ્લિમ વિરોધી સરદાર અથવા હિંદુ રાષ્ટ્રના હિમાયતી સરદાર એ તો ભા.જ.પ.ની માનસિકતાનું કાલ્પનિક તુત છે, ઇતિહાસના સાચા સરદાર નહીં. ખરી વાસ્તવિકતા તો એ છે કે, સરદાર સાહેબે તમામ સંનિષ્ઠ પ્રયત્નો હિંદુ અને મુસ્લિમ નજીક આવે તે માટેના કર્યા હતા. એ સરદાર વલ્લભભાઈ પટેલ જ હતા કે જેમને મુસ્લિમોને અત્યંત મહત્વની જગ્યાએ નિયુક્ત કર્યા હતાં અને મુસ્લિમ પ્રત્યેનો આદર અને પોતાના હૃદયની વિશાળતાનો પરિચય આપ્યો હતો. 
ગાંધીજીના મૃત્યુ બાદ ( ૭મી ઓક્ટોબર, ૧૯૫૦) ફતેહ મેદાન, હૈદરાબાદ ખાતે સરદાર સાહેબે આપેલા ઐતિહાસિક પ્રવચનના અંશને આપ જ વાંચો. “દરેક દેશના બનતા દરેક અપકૃત્ય માટે મુસ્લિમોને જવાબદાર ન ગણી શકાય, આપણે એ ન ભુલવું જોઈએ કે ગાંધીજીના મૃત્યુ પછી હર્ષ અને ઉલ્લાહ્સથી નાચનારા હિંદુ જ હતાં.” શું કોઈ મુસ્લિમ વિરોધી જાહેરમાં ક્યારેય આવું બોલે ખરા ? સરદાર સાહેબે આજ પ્રવચનમાં એક ડગલું આગળ વધીને કહ્યું હતું કે, “કોઈ હિન્દુસ્તાનના જે માત્ર મુસલમાન છે તે માટે તેમને સતત પરેશાન કરતા રહો માત્ર એટલા માટે કે તે મુસલમાન છે તો યાદ રાખજો કે આપણે આ સ્વતંત્રતા માટે યોગ્ય નથી.” શ્રી બી.એમ. બિરલાને તેઓએ લખેલા પત્રોના શબ્દો હતાં કે “આપણે એ ન ભૂલવું જોઈએ કે લઘુમતીની રક્ષા એ આપણી પ્રાથમિક જવાબદારી છે. સત્તા એ ધર્મ, જતી, જ્ઞાતિના ભેદભાવથી પર હોવી જોઈએ.” સરદાર સાહેબને મુસ્લિમ વિરોધી ચિતરનારાઓને ખબર નહિ હોય કે સરદાર સાહેબના આત્મજનોમાં શ્રી ઈમામ સાહેબ બાવરજી અને અબ્બાસ રયબજી હતા. જેમના વિષે સરદાર સાહેબ પોતે કહેતા કે, “આ બન્ને મારા સગા ભાઈઓ સમાન છે.” દેશના ભાગલા પછી હિંદુ મુસ્લિમ રમખાણોની પરીસ્થીતિમાં ભોપાલ નવાજીની દીકરી પોતાના બીમાર પતિને પટૌડી ગામ ખાતે મળવા જે શકે તે માટે ખાસ વિમાનની વ્યવસ્થા કરી અને સરદાર સાહેબે જાતે જ તેઓને એસ્કોર્ટ કરીને સહી સલામત મિલાપ કરાવ્યો. આજે યુ.પી.એ. સરકારની વિચારધારા એ છે કે, દેશના વિકાસમાં સૌનું સંયોજિત યોગદાન હોવું જોઈએ. એ જ વિચારધારા હતી સરદાર સાહેબની. દિલ્હીના પ્રથમ ચીફ કમિશ્નરની નિમણુંક યોગ્યતાના આધાર પર શ્રી ખુરશીદ અહેમદ (મુસ્લિમ અધિકારી) ની નિમણુંક કરી. આજ રીતે ઓલ ઇન્ડિયા રેડીયોમાં સરદાર સાહેબના પ્રયત્નોએ ઉર્દૂને મહત્વનું સ્થાન આપ્યું. જુના સૌરાષ્ટ્ર રાજ્યના મુખ્યમંત્રી શ્રી યુ.એન. ઢેબરે નોંધેલ કે, સરદાર સાહેબને દેશના ભાગલા પછી હિંદુ મુસ્લિમની એકતા અંગે ચિંતા હતી, માટે કહેતા કે, ભાગલા પછી હિંદુ મુસ્લિમોની વધારે કાળજી લેવી જોઈએ. આપણે ત્યાં નિર્ભયપણે ગાયો પણ ફરી શકતી હોય ત્યાં કોઇપણ દેશવાસીઓએ ચિંતામાં જીવવું પડે તે યોગ્ય નથી. 
૧૩મી નવેમ્બર, ૧૯૪૭ માં રાજકોટ ખાતે સરદાર સાહેબ બોલ્યા હતા કે, “મારે કોઈપણ મુસ્લિમો સામે વિરોધ નથી. ભૂતકાળમાં બે દેશની વિચારધારામાં માનનારા મુસ્લિમો પણ જો આજે હિન્દુસ્તાનમાં રહ્યા હોય તો શું ભૂતકાળ ભૂલી ગયો છું, વર્તમાનમાં તો હિંદુ મુસ્લિમ આ દેશના ભાઈઓ – ભાઈઓ છે. ૧૭મી ડીસેમ્બર, ૧૯૪૭માં દિલ્હી ખાતે સરદાર સાહેબના શબ્દો હતા કે, “ભારત એક છે. કોઈ વ્યક્તિ વહેતી નદી કે દરિયાને વિભાજીત કરી શકતો નથી તેમ મુસ્લીમોના મૂળ આ દેશમાં છે અને તેમને જુદા ન પાડી શકાય. ભારત જેટલો મુસલમાનોનો છે તેટલોજ હિન્દુઓનો છે.” ભા.જ.પ. એવી ભ્રમણા પેદા કરી શકે કે આર.એસ.એસ. ઉપરનો પ્રતિબંધ સરદાર સાહેબે નહેરુના દબાણ નીચે લાદયો હતો. શું કોઈ એ વાત માને ખરું કે લોખંડી પુરુષ કોઈના દબાણ નીચે નિર્ણયો કરે ? સરદાર સાહેબના શબ્દો હતા કે, “કોમી ઝેર પેદા કરવા માટેનું બીજકેન્દ્ર એટલે આર.એસ.એસ.”. ગાંધીજીની હત્યા કરનારી વિચારધારાના હીટ લીસ્ટમાં સરદાર સાહેબ હતા. ઈતિહાસ એ વાતનો સાક્ષી છે કે, ફેબ્રુઆરી ૧૯૪૯માં સરદાર સાહેબે કહ્યું હતું કે, “હિંદુ રાષ્ટ્ર એ ગાંડપણભર્યો વિચાર છે.”, આમ સરદાર સાહેબ એ ખરા અર્થમાં સેક્યુલર હતાં. રાષ્ટ્રને હિંદુ, મુસ્લિમ, ક્રિશ્ચિયન, શીખ એ કોઈના નામે વિભાજીત કરવાના બદલે એક અખંડ ભારતના શિલ્પી હતાં. ટૂંકી દ્રષ્ટિના અને ભાગલાવાદી વિચારધારામાં માનનારા અને કોઈ વામણા નેતાઓ પોતાની જાતને છોટે સરદાર કહેવડાવે તે લોકંડી પુરુષનું અપમાન છે. મારી અપેક્ષા છે કે, લોખંડી પુરુષની સ્વર્ણિમ પ્રતિભા અંગેના અને તેમની વિચારધારાઓ ઉપરની આપની કોમેન્ટ મને જરૂર પ્રાપ્ત થશે. -

I am pained that Sardar Vallabhbhai Patel who was avowedly secular, a fierce nationalist and a true Congressman is being labeled by ideologically fascist politicians as anti Muslim and pro RSS.
On his 65th death anniversary (December 15) I want to clear misconceptions about Sardar and Muslims.
Sardar clearly believed that religion or caste cannot be used as a political tool. When BJP claims that Patel was anti Muslim, it must be remembered that this is Patel of their imagination and fantasy, not the real Patel of Indian history.
Sardar patel was an enemy of every fundamentalist, whether Hindu or Muslim. In fact, after Gandhiji was shot dead, Sardar openly said (October 7, 1950, Fateh maidan, Hyderabad). ” you cannot blame all Muslims for everything,. When Gandhiji was shot dead, let us not forget that there were Hindus who had danced with joy”. “if you think you can go on constantly troubling loyal Muslims just because they happen to be Muslims, remember our freedom is not worthwhile.
In January 1948(this was before Gandhi was shot dead), Sardar addressing the Mumbai Municipal corporation said, “I feel sad when I hear people saying that Muslims should be removed from India. Those who say so have gone mad. Even a lunatic is better than a person made with rage. If we do this, are we ready to admit to the world that we are not fit to rule?”
In a letter to B M Birla in 1947, Sardar wrote, ” We must not forget that there other minorities whose protection also is our primary responsibility. In fact, there were two Muslims: Imam Saheb Bawazir and Abbas Ryabji whom Sardar was so close that he regarded both of them as “Just like my blood brothers”.
It was Sardar Patel who appointed Khurshid Ahmed Ahan a muslim as the first Indian Chief Commissioner of the most important city in the country, Delhi. Not only that, it was Sardar who insisted that Urdu given an important place in All India Radio
Sardar on November 13, 1947 in Rajkot clearly said, I have nothing againt Muslims and even those Muslims who in the past have supported the League or two nation theory but have now decided to live in India. Past is past. Hindus and Muslims should live like brothers in India.
On December 17, 1947, in Delhi he said, “India is one. One cannot divide a sea or split running waters of the sea. The Muslims have their roots in India. All their sacred and cultural places are in India. I am sure all those who have gone also would want to come back to India. India is as much of Muslims as it is of Hindus”.
Though BJP wants us to believe that he banned the RSS under Nehru’s pressure, it must be remembered that Sardar was an iron man and an iron man does not cower down .
In fact,before he banned the RSS, Sardar was already on the hit list of Hindu Mahasabha extremists. In February 1949, this Patel of Gujarat declared that “Hindu Raj is a mad idea”, .
So Sardar was a true secular. He did not want to appease Muslims, Christians, Sikhs, Hindus anyone. But to say Sardar was anti Muslim would be injustice to the iron man of india
Because the BJP kept on claiming how Nehru and Sardar hated each other, Mrs Sonia Gandhi rightly intervened and said Nehru and Sardar did have differences but that did not decrease their respect or bond for each other and the difference were not intense as some (BJP) are wanting us to believe.
Because BJP which played no role in the independence movement had no heroes or historical figures, they unsuccessfully tried to hijack Sardar Patel from our congress party.
Sardar was a true secular, a real Congressman. It is an insult to the iron man of India that short sighted politicians with divisive agenda label themselves as Chhote Sardar. Sardar joined the country and could never be the icon of those whose agenda is to divide the country.
